Minutes of the Yellowstone County Air Pollution Control Board
meeting held April 11, 2000 at the Yellowstone County Air Pollution
Control Office.
Members Present: Mr. L.D. Collins, Mr. Nick Shyne, Ms. Michele Reed, Dr. Mark Waddington,
Mr. Wade Steinmetz, and Mr. Bill Shikany.
Others Present: Mr. Steve Duganz and Mr. Russell Boschee
The meeting was called to order at 7:35 PM by Chairman L.D. Collins. A motion to accept the
minutes of the March 14, 2000 meeting was made by Mr. Steinmetz, seconded by Dr.
Waddington, and the motion was passed.
Concerning March's Industrial Compliance, Mr. Duganz said our agency had received a
complaint concerning Northern Line Layer sandblasting operation near 48 St. West. He said he
investigated the situation and found no problems with their operation.
Regarding March's Administration, Mr. Duganz said our budget is in good shape, and he is
working on next year's budget. He noted that the completed EMPACT grant has been submitted
to the EPA. He said he would be meeting with DEQ representatives and Data Processing
representatives in the near future. He stated he has completed the emission inventory for the year
and sent the material to the DEQ. The Network Review has been completed by the DEQ; our
agency will continue to operate the Sacrifice Cliff SO2 monitoring site for another year, but we
will only have to operate the PM-10 and PM 2.5 monitors on a one-in-six day schedule.
Concerning March Air Quality, Mr. Duganz said our agency issued over 700 open burning
permits last month.
Chairman L.D. Collins adjourned the meeting at 8:15 PM.

INDUSTRIAL COMPLIANCE
The ready-mix plant operated by Oualitv Concrete was inspected for compliance.
The old plant on 4 Avenue North is no longer being operated and has been
replaced by a slightly smaller plmit near 1-90 and 56" Street West.
Fox Distribution in Laurel was inspected for blowing sawdust. We have received
several complaints regarding this establishment, and the State DEQ will follow-up
with an enforcement letter.

ADMINISTRATION
With 83% of the fiscal year over, we have expended approximately 79% of our
budgeted funds. We have also requested a quarterly reimbursement from the State.
The EMPACT grant application has been approved by the County Commissioners
and sent to the EPA. We have received an acknowledgement that the application
has arrived at the EPA.
A letter of wanling was sent to an individual near Humley regarding burning of
household garbage in a buming barrel.
The Commissioners have bam~ed open buming in Emerald Hills. The Lockwood
Fire Department will allow brush to be stacked near their office and periodically
burn it with supervision.

MEETINGS
A. Mr. Boschee and Mr. Duganz attended the semi-annual "Smoke School" in Helena.
B. Mr. Duganz attended both a City Council and County Commissioner meeting with a
DEQ representative who presented both bodies with the DEQ proposal to reclassify
Billings as attainment for carbon monoxide.
AIR QUALITY
A. The 1998 Trends Report from EPA is now available on the Intemet and 1999 sulfur
dioxide data has been published in the Gazette. Both reports are encouraging.
During the month of April, we issued 480 open burning permits.
