A regular meeting of the City Council of the City of Laurel, Montana,
was held in the council ~hambers~ and was called to order by T'resident of the
Council, Jake Ruffs in the absence of Mayor Beslanwitch, at 7:30 otclock, P. M.~
on Tuesdays August 7, 1962.
Upon taking roll ca11~ the following aldermen answ~r~d present:
Henry Kaiser Roy Edwards Steve Romee Harold ~~ilson
Kenneth 01son Cecil Nave
The minutes of the previous regular meeting of July 17th were read.
Motion was made by Nave and seconded by Kaiser that the minutes be appra~red as read.
Motion carried.
The minutes of the special budget meeting held on July lath, were read.
.This was a Cemetery Board meeting, in which the hoard asked for one-half mill for the Cemetery for the fiscal year 1962-1963. Motion was made by Olson and. seconded
by Romee that the minutes be approved as read, but that the Cemetery be given one
mill. rather than ~~.e half mil1~ so that the police supervision of the ~p900.(~0
annually could be paid into the Police Fund. Motion carried.
Minutes of the Special budget meeting ~f July 20th, 1962, were read. Motion was made by Kaiser and ~.econded by Romee that the minutes be approved as read.

Motion taas made by Romee and seconded by Nave that the minutes be approved as read.

Minutes of the Special meeting with representatives of the School Board
were read. Motion was made by Romee and seconded by Kaiser that the minutes be
approved as read. Motion carried.
Ruff called on Chief of Foliee Gaston to stag his business. Gaston
requested that further discussions regarding the k'olice department be referred to the Police Commi~te~, and taken directly to the Police Department itself.
Lenhardt appeared before the Council to again protest that he did not receive
the pay of the Chief of Police while Gaston was on his vacation. He then introduced a
MY'. Caldwell, Executive director of the kmerican F'eder~~ion of Mate, Cour~~y ~,nd I~2uni-
cipal. employees. Mr. Caldwell stated that the Federation strongly requests that the additional pair to Lenhardt be allowed, and that th.e re~u.est of Bill Kn~.ub for the
higher rate of pay be granted also. Ruff stated that as Acting Mayor, he would prefer
to wait until the regular Mayor was back on the job, or he would appoint a committee
to work w~_th t~.ese representatives, and submit a report at the next regular meetin~~
at which time the Mayor w~~.l be present. Mr. Olson stated that he had made the
motion denying these two claims and that he would not rescind his nlotion~ and that this matter should stand until the Mayor is present. Caldwell requested permission to
meet ~,~ith the City Council on August 21st at the regul~.r meeting. tiJatson also had
something to say on this matter. After much discussion, motion was made by N.om~e that
the representatives of the Union, the committee, and the 1~Zayor have a meeting after
August 21st to discuss this. Seconded by Edwards, and the motion carried. Br~xdley
stated that some Cities have found it necessary to exclude the Police and Fire Depart-
ments from belonging to a labor union.

way stop signs were discussed. Mr. Ruff stated that he would like to appoint a committee
on this matter, and proceeded to appoint Olson, Chairman, Nave, ~'dwards, acid Kaiser.
Olson requested the CitJ Clerk to contact the School Superintenden-~, and call a meeting
as soon as possible.
Letter was read from Gibson, Director of Civil Defense, stating that certain equipment set aside f_br the City of ~,aiarel was available. Edwards stated that he would
pick it up on Friday.

seconded by Romee that this Ordinance be adopted. Upon taking roll ~aii votes all
alderman present voted "Aye's, and said ordinance was declared passed and adopted.
Report of the Police Judge was presented. Motion was made by Kaiser and seconded by Nave that t~.is r~~:~ort 'oe agsproved. Motion carried.
Minutes of the City Council, of Laurel
Reports of the Patrolmen were presented. T'~otion was made by ~d.wards and seconded by Romee that these reports be approved+. Motion carried.
Certain other reports of the City of Laurel were presented for approval
as follows: Treasur'er's Report; Cash Report; Health Officer's Report; Library
Report. Motion was made by Ror~ee and seconded by Nave that these reports be approved.

Motion was made by Kaiser end seconded by Olson that these claims be allowed.
Motion carried.
Nave asked the city Engineer if he had looked at the ditch at 5th and Alde.r..
Ron reported on this.
Edwards stated that J. J. Parker was Chairrrian of the Recreation Committee,
but way' unable to attend this evening. One of the girls who worked at the Swimming
Pool was relieved of her duties, and Nir. ~'arker stated that the Lifeguaxds were work-
ing anadditional period of time, to pick up the slack. He stated that the guards were asking for an additional. X28.00 per weeks to be divided among the four guards.
This wi1.]_ be for one half of the month of Julys and a7.1 of the month of August.
NTotion was made by Olson and seconded by Kaiser that the guards be allowed the extra,
pay. Motion carried.
Edwards reported that the Van. Nice property that belonged to Mari TnThitely is badly in need of cleaning up. The City ~gineer was asked to T,~ite I"Ir. fan Nice a
letter in this regard.
Bradley stated that the parents of Betty Grace reported to him that the City
was refusing to p~.y her for the time that she worked before being relieved of her
duties. City Clerk stated that as no time slips, nor information, had been received by her office, ah~ did not know how much to pay her. Mr. yarker is to report and she
will be paid at the end of August.
Bradley stated that the City Crews evidently ran over Lowe11 Hollis' garbage
can, and he wants anew one,
N1any~ complaints have been received on the height of certain hedges ground the
City. Ruff asked that something to this effect be put in the papery and the people who
have hedges be asked to trim these back. The matter was then referred to the 5tre~t and 1~11ey ~ommitte~.
Ruff reported on the good jobs being dorms on the streets since the last meet-
ing.
Ruff reported on the new water line.
Ruff stated that NZamie Li11y was requesting a refund of a portion of the
license fee paid for the ~~elsonts Freezes sta-t,ing that, they had only Teen open for a
month. After discussion, it was the opinion of the ~'ouncil that this policy not be
set up. Motion was then made by Nave and seconded by Romee that this request be denied.
Motion carried.
Ruff asked permission to leave the ~~ate. TZotion was made b~ Edwards and
se~pa~.ded bar Romee that permission h~ granted. Motion carried.
It was reported that Redman is hauling Garbage in the city of Laurel, and is
~Vlinutes of the City Council of Laurel
ehargin~ X1.50 per month. It was su~;~ested that he be sent a statement for a
license fee.
There being no further business to wme before the council ~.t this
tim~~ motion was duly made and ~econd~d that the meeting be a~~ourned. Motion
carried.
