July 17, 1962
regu.lar m~;eting of the City Council. of the City of Laurel, Montana,
was held in the Council Chambers and was ca11~d to order by Mayor John Beslanwitch
at 7:3~ o'clock P.M., on Tuesday, July 17, 1.962.
Upon taking roll calls the fa.ll~r~.ng aldermen answered present:
Jacob Ruff Steve Romer Henry Kaiser Roy Edwards
Cecil Navy Harold W. Wilson Kenneth Olson Gerald L. Gass
The minutes of thy: previous meeting were read. Motion was made by Kaiser and seconded by Romee that the minutes be approv~;d as read. Motion carried.
Robert Watson appeared as spokesman for some of the city Employees to
pres~;nt twa grievances, as follows
1. Natu.~e of Grievance: Fail.ute to receive the higher rats of pay when
temporarily assigned to a higher Classi~eiaation. During the pe:ric~d of June 18th thru June 22nd and Jung 2~th thru June 29-~h.
Settl~m~nt Desired: Thy d~_fference between laborer and shovel operator.
35¢ per hours eight hours per day for ~~n days -Total X28.00.

It was the opinion of the Council that this matter not be consid~r~d at
this times as P't~ Knaub has been employed only temporarily, and has only been with
-the City for three months. Second Grievance presented as follows for the second
time.
1. Nature of Grievance: Failtur~ to receive the higher rate of pay whin
temporarily assigned to a higher classifica~r~Qn~ wring the
period of P~.y 10 through May 23rd 1962.
Sett~~ment desired: The difference between Patrc~~snen and Chief pay -
~1.09 per day for 1.l~. days -X15.26.

It was ~~lae opinion of the Council that this r~qu~;st b~ denied main, and
not to be considered further until such a time when the contract is re-Qpened.
Mo-~i4n to this effect was made by Olsen and 5~cond~d by Navy. Motion carried.
Lfi ir*f of Police Gaston asked that sore sort of repairs be made on the
Park and Swimming Pool to try tm keep unauthorized persons from the park and Pool
after hours. This mattc3r way referred to the Park Committee and the pity Engineer,
~o work with the ~hi~f of Police. Mayor Beslanwitch stated that this should be done
even i£ it does cost a co~.siderable emount of money.
Bi11 Staudinger appeared before the council 'Go x~;port a county road which is in bad shape. He suggested blading this street and putting in same gravel. H~
was inf'orm~d that this road is out of the City limits and the 'city could do nothing
.bout this. Bradle~r is -~o contact the County Commissioners about this matter.
Lloyd Shay and Arnold Be~dek app~arPd before the Council and asked if the
American Legion organi;~ation could have the u~a of the Riverside Ha11 for a District
cars ~ur~uay~ ~epti~mper yin at no charge. He stated. that the ~e~ionaaires
would take care of cleaning it and leaving it in good condition. Motion was made by Ruff and seconded by 07.son that permission be granted. Motion carried.
Shay then asked whether or not the Legion club could have the in~~urance
check which w i11. be paid to the City for the damage done to their clubhouse when a
tree fell on it. H~ stated that he felt they could get volunteer help and do a good
job of .making the repairs needed with the money they would get. .After discu~sion~ motion was made by Kaisers and seconded by Olson that the cos- of the new meter and
the work dons by the City Employes be deducted from this check first, and the rest
be turned over to the Legion. Motion carried.
One claim was presented for approval: drake-Herne estimate No. 10, in
the amount of ~16,6or,36. Motion was made; by Ruf#' and seconded by Gass that this cl~.~n be allowed. Motion carried.
Treasurer's reports financial report' cash report, budget and revenue
reports for the month of June, 1962, were presented. Motion way made by Ruff and
seconded by Ramie that these reports be approved. Motion carri€;d.
First meeting iii the budget committee was ca.l.led for Wednesday evening, July 18, at 7:0~ P. M.

Edw'~~d~ r'P.l~n'L"ted that the offer from the Council for tYie rad ~o operators to _

have two weeks' vacation for the year just finished, and one and a quarter days
plus holidays beginning July 1, 1962, was not satisfactory to these men. xft~r
much discussion, Mayor B~~lanwiteh suggested that beginning June l,, 1962, the
radio pperators b~ allowed the same fiaacation privileges as the other Police and
Water Plant per~onr~e~,. ~ Olson made this in the form of a motion, whichs~r~tas
seconded by 8 k; wi~h the addition that it be understood that the motion covers
vacation tine only ~.nd is not to be construed to include sick leave time, retire- ment or any of the other agreements contained in -the working agreement incorporated
in Qrdin~,nce No. 577. Motion carried, with the sug~e~tion that the ~3..ty Ci~~*k
send a copy o.f this part of the minutes to each of the radio operators, and to each
member of the Police Committee.
Ruf'f' asked whether or not an agreement had been signed on that certain piece of property owned by Charles Rodgers which-the city intends tp purchase nor
the slam of ~125.(1~. I~Zr, ljradl~y stated that it was all ready to ga wrien he received
the legal description. City Engineer is to get this description to Mr. Bradley.
Ruff began a discussion off' the sewer line concerning Nordstrom prpperty
and }~piscop~.1 Church property. City Engineer reported ~.lso.
Ruff reported that there is trouble with the chain hoist at the intake pier,
anc1 asked permission tc~ place a cable heist on the water plant budget. Motion was
made and seconded that this be done. This to cost in the neighborhood of ~18~.On,
.Motion carried.
A representative of the Rifle Club stated ghat there would bc~ a Rifle Shoot at Riverside Park on Saturday and Sunday, July 21st and 22nd and requested that the
Park be sprayed for insect~* i~' possible on Friday evening, July 20th. After dis-
cussion, it was decided that this be done.
City Engineer stated that a fQUr-wheel drive vehicle should be pnrc~a~ed
to mount the sprayer. on, making for amore efficient and economic job. Motion was made by Ruff and seconded bar Gass that this item be placed on the insect Control
budget. Motion carried.
City ~ngin~er requested that the city per, ~~.n a~.pha~'t~_~~~l~e~? ~n the budget
at an approximate cost of ~295•~~. Motion was duly mace and seconded that this item
be placed on the budget. Motion carried.
Nave brought up the subject of Alder Avenue once ~.gai_n. 1~ft~r much dis-
cussion, motion was made by Wilson and seconded by Naves that the city obligate itself
for one -half the cost of putting this street in good condition. NTotion carried, with
the suggestion that the Gity Engineer contact the Gas Company, ~.nd inform them that
they must leave the streets in good condition when they tear them up.
City' Engineer stated that the new High school building permit would be in
the amount of ~1,33y.25, and that the contractor states the school is out of the City
limits and no ,permit should be needed. Bradley stated that the school intended to
come into the City limits, but at the present time there was some difficulty. It
was the opinion of the ~,uncil the t the contractor should have the btzi.lding permit
before receiving any City water o~ City sewer services. After discussion, motion tiaras made by Ru~'f and seconded by Olson that if the -contractor asks for City water or
sewer, `that he be r~quir~d to purchase the permit. Motion carried.
City Engineer reported that he had sent out some notices on cleaning up
certain properties of old buildings and weeds, and improving the property. He says
that he has .had very good results from all the property pwners except the one who owns the old blacksmith shop. Ruff made the motion, seconded by ~.ave, that the

ment against the property owner, C. tiT. Laird. A'~otion carried.
A request from Don Lawver to build a fence right up to his ~aliforn~a type
sidewalk in h_s back yards was ref~rr~d back to the City `Council from the honing Board
of Adjustment. It was stated that this ~a'as not proper, but as there were others in the
same neighborhomd, the Zoning Board would not make a decision. Th~.s matter was ref~rr~d
to the Street and klle~r committee.
Mayor BE~lanwitch asked permission to leave the Mate from August 3rd for
two weeks. Motion tras made by Kaiser and seconded by Edwards that permission be
granted. AZotion carried.
There being no further business to come before the Council at this time motion was duly m~d~ and seconded that the meeting he adjourned. .PTotion carried.
