HomeMy WebLinkAboutCity Council Minutes 07.03.1962Minutes of the City Council of Laurel July 3, 1962 A regu]_ar meeting of the City Council of the pity of T,aurel~ Montana, was held in the Council Chambers, and was called to order by Mayor John Beslanwitch, at 7:3~ o~clock P. M., on Tuesday, July 3, 1962. Upon taking roll cal.l~ the foll~ing aldermen answered present Jacob Ruff Steve Romee Roy Edwards Kenneth Olson Cecil Nave Henry Kaiser The minutes of the previous meeting of June 19, 1.962, were read. Motion was made by Ruf£ and seconded by Kaiser that the ~i.nu-~es be approved as read. Motion . carried. The applications for beer and liquor licenses included in the additions to the minutes of the last meeting were approved by a motion by Ruff, seconded by Olson. Motion carried. There way a discussion about lic se5 being in before the last meeting in June so additions to the minutes do no have to be made. Edwards ~riade a motion, seconded by Olson that these businessmen be notified of the 1ic~nse~ dues in time to get them in earlier. Motion carried. Thy Mayor appointed a budget committee with Ruff as chairman, 01.son~ Edwards, and Wilson. The city Clerk will call the Budget Committee to a meeting; between the 10th and 19th of Jul~.T. The City Clerk announced that there will be two spe cia1. meetings, July 19th or 20th and July 2~th, in addition to the regular meetings. Applications fesr~ work filled out b~ Roi~ert MannweiZer, Wallace Mi11er and Colin Behm were presented. Motion was made by Ruff and seconded by 01son that these applica-~ions be placed on file. A drawing of the P1.acqu~ to be placed on the building of the Sewage Treat- ment P1.ant was presented. kfter examining the drawing, motion was made by Kai~~r and seconded by Nave that this ~laaque b~ accepted. Motion carried. Resolution Noy 1210, which is Resolution transferring funds from GGeneral ' to Police funds for fine, and from certain delinquent taxes collected last week, and the issues paid out, was presented. Upon taking roll call vote, all aldermen present voted ~~Aye«, and said Resolution was declared passed and adapted. The Library report and the report of the ~oli~e Judge were presented. Motion was made by Edwards and s€~cond~d by Olson that both these reports be approved. Mo~.~on carried. A committee from the ~'.C~s, consisting of R. Kamerzell, ft~y Ingram and Bill Palm, was called on to state their request. They stated that the ~.C~s. would like to ~bak~ on the painting of the grandstand in the park as a pro~eet, if the pity would get the paint and if they would not be taking work away from any of the workmen. The Mayor said the City had the paint but had not been able to spare any of the men to apply its and any money saved by the J.C~s. doing the work, could be used for more play- ground equipment, etc. A discussion follpwed about the condition of the rooms under the ~ randstand~ the damage that had been done by vandals and how it could be locked up Cf1 71n ~11'~'.~ln»i ns~~ v~r~. vin ..v. es .......,1 ...1 ~_1 i ~ , .x.~~:.. The committee then said that their wives, the Jayceens,, were willing to paint the park benches and tables, if the City would furnish the paint. The Mayor accepted the offer with thanks, but suggested that the work b~ postponed untill fall or early springy then the picnic season is over. There was some discussion shout painting the curb in front of the Tourist Information building on Main Stre~t~ so tourists have a place to park when they stop f€~r information. It was decid~;d that nothing should be dons at present. Bill Palm asked abou-~ a crooked curb in front of his place, caused by trucks when the curb was put in. He was told that this matter dad been brought up a couple of years ago, and the complaining party told to put in a signed complaint, but he had not followed up on this, and after 6 months nothing much could be done. Edwards bought up the chippi.izg and the laying of mats on the streets and the delay in the work. It was e~la~.n~d that Krug Brothers h~ been broken down, s there was no material for a few days, causing a hold up in the work. The street committee was instructed to get the crews going as soon as the material could be obtained. The condition of the chipping on First kvc~nue was discussed and it was reported that this was caused by trucks travelling on the street before the surfacing had set. It was decided that the policy should be told tm watch they=barricades more closely, and issue citations if they were moved and if vehicles drove on the struts before they were opined. The condition of the street east of the Red and White store was discussed and it was d~~~d~d that the contractor is responsibly for putting it back into shape. There was a discussion about the wcr k of Drake-Y~ek~ne. The opinion of the Council was that the work should b~ thoroughly checked be~care the job is accepted and final payment made. The Mayor said that Engineer Maydew is doing a good. fob of keeping a close watch on the works in fact, the he is very thorough in his checking. Ruff brought up S.I.D. No. 91 and said that the paving on South lath Street was being cut off on thy: sides in the construction of the curbs and people were having a hard time getting into their driveways. It was decided that money should b~ taken .from the sprinkling fund or street fund to fix these streets as it i~ the city~g obligation. the ]First Waxd aldermen were told to work on it. The Mayor said h~ had been getting complaints from townspeople about the city wor}~nen coming to the barn too early--a~ 3:15 in one case--and other waste of city funds. He had decided to appoint an Effici~ney committee to check on these things and other ways that money and time are being wasted? and this ¢ammittee to make; recommendations t~ the City Engin~~r. Ruff as chairman Kaiser and Gass were put on this Economy and Effici~nc~ ~'ommittee. Edwards suggested that a not~~ signed by the; Engineer, h~ put on the bulletin bo<~.r~ i.n the ba.rny about the workmen coming in too ~arl~. Som~on~: m?ntioned that it takes on3.y?_~@ minutes to o~me in from any section in the eity~ so the men-ts can stay on the fob longer and still get in on city time. Ruff brought up the new electrical cc~d.e and wondered what the c~ifferenc~s Urere between the old cods and the new. The opinion was that someone who r~a11y knows about th~s~ codas b~ asked to look over thy; new cods. Ruff talked about the insurance an Riverside Park. tie said that one club was behind on the payments. He made the motion, seconded by Olson, that the clerk be instructed to write a letter to the Rif1c~ Club ahout the balance of the amount due. The motion :earri~d. The Mayor stated that a trE~ had fa]1en on the American ~+egion Hall arad that the city had removed the tree, but that the insurance company would pay ~'or the damaged has meter whin the gas ~mpany puts in its claim. ~e paid the tClubs should be asked to report when r~~~,irs had been made so the buildings could be checked. ~dward9 reported on a committee meting with the rad3.o op~:r~,tors. after a discussion of their requests it was tentatively decided that they should get 14 day a month off for vacations, beginning July 1, 1962, and 2 weeks for the past year. There k~ein~ no further business to come before the Council at this session, motion was duly made ana seconded that the meeting be adjourned. Motion carried.
