June 19, 1962
A r~gul~ r meting of the City Council of the City off' ~aur~l, N1Qntanay was
held in the Council Chambers, and was called to order by Mayor John Beslanwitch
at 7:3~' otclack P. ~'l., Bn Tuesdays June 19~ 1962.
Upon taking roll calls the following aldermen answered present:
Jacob Ruff Steve Romee Roy Edwards Gerald Gass
Ceeil Nave Kenneth Olson
The minu-t~es of the previous meeting of Jung 6, 1962, were read. After
correction, motion was duly made by Navy and seconded by Olson that the minu~Les be approved as read.
T,etter was read from dam Sc~?ut~an, protesting the condition of ~hhe Alex Rider
property on South Fourth Avenue. After discussion, motion was made by Ruff and
seconded by Nave that the owners be notified by the Gity Clerk. The City Attorney
offered to dictate the letter.
Former rZayor J. J~ Parker appeared before the Council to report on the
meeting held in Billings for Swimming Fool personnel.
Rheiny Diede appeared before the council to ask why h~ had not been put back
to work on th.~ City crews. AZayor ~eslanwitch told him to contact the City Engineer.
den (~ristian appeared before the Council representing the Laurel Chamber of
Commerce. He introduced I,eo Fipa1, Work Unit conservationist, who spoke at length
on a proposed Drainage District,, to include outside and inside City residents.
After this talky the Mayor appointed a committee of Kenneth ~1son~ Chairman, Jake
Ruff and C,~cil Nave, to work on this matter with the outside-city residents.
ThR Mayor called on the City Clerk to read Resolution 717 in its entirety.
This Resolution, dated in 1950 was regarding the naming of Thomson Park. This
resolution was by way off' explaining Resolution No. 1209, which tiaas read as follows:

Parker Field, as a measure of recognition of the leadership and devotion the said
J. J. PARKER has given to the welfare of they inhabitants of the City of Laurel.

Motion was made by Gass that this resolution be passed and adopted, but it
died for want of a second to the motion.
Ruff then made the motion that this matter be tabled for further study. Second-
~d by Nave. before votion on this motions however, Ruff rescinded his motion, and Nave
his second. Edwards thin made the motion that the P~Iayor appoint a cc>rnnlittee to make
a study of this proposal, and that tr~is committee come up r~ith a recommendation to the
City council within si.~ty (60) days. seconded by Olson. Motion carried. The 1°la;~or
then appointed Edwards, Gassy Nave and Kaiser to this committee.
Application for wholesa~:~--b~;er license, in the name of the Tubman Food Mart,

Romee and seconded by Nave that this license be granted. Motion carried.
Application for retail beer and liquor license in the name of the Cheerio
Lounge with check in the amount off' X300.0(? attached was presented. i~2otion was
made by Ruff and seconded by Romee that tkLis license b~ granted. 1Ulotion carried.
.Application for retail. beer license, in the name of Harold's~eer 1vTu~, with
cash in the amount of ~1.5n.00 attached' was presented, Z~Totion was made by Rome
and seconded by Ruff, that t?~iis License be granted. Motion carried.
Application for retail beer and liquor license in the name of the Z:aurc;l

and seconded by 01son that this license b~ granted. Motion carried.
Application for retail. beer and liquor license in the name of the Fraternal
Order of Eagles with check in tYie amount of X300.00 attached was presented.
Motion was made by Nave and seccmd~d by Romee that this license be granted. rtijotion
carried.

check in the amount o~ ~150.Ot? attached, was presented. Motion was rrra,de by Romee and secnnded by Olson that this lic~n~e be granted. Motion carried.
Application for wholesale: beer license, with cash ~s~. the amount o~ ~i5o.00
attached in the name of Franks Grocery, was pres~nt~d. Motion was made by ftome~
and seconded by Olson that th.zs license be granted. Motion cariied.

Motion was made by Ruff and seconded by Olson that the claims be allowed. Motion
carried.

'City ~1Prk s Trial Ba1.an.ce, Treasurer s reports, Budget report, and R~aaenue report. Motion was made by Ruff and seconded by Romee that these reports be approved. Motion
carried.
The City Engineer asked council permission to hire two men. He was informed
that permission for four had begin approved at a previous maeting, and only two hired.
~1_son, Chairman of the Council Committee to meet with the Committee from the
Lmploye~~~. Union reported on this meeting. ~3e stated that the employees asked a 2C3¢
per hour increase in vrag~s. The committee from the council stated that this could
not be al7_owed, as there was no appreciable increase in revenue for the City. He
stated that the only thing agreed upon was that there would be negotiations for wags
increases in the future,, but only every two ~ea.rs. He also stated that there were no further meetings scheduled, and that t?pis would be the committee's final report. ,
F.~dwards reported that the four radio operators had been working for over a
year and wished to b~ able to plan on a twee-week vacation. They also want sick benefits
and a possible increase in pay. The pity 4~ttorney pointed out tYia~ the original a,~r~e-
ment was that the wages would b~ ~100.Q0 per months ~ai~h Social.security paid, but no sick benefits, no hospitalization, and no vacation. Howearer, he stated that triis could
~ be c~.anged but tL~at it should be discussed and put in the minutes so that th~;re could
be no misunderstanding. After discussion, Ruff rnade the motion that the Police Commit-
tee talk with the radio opera~,o~ss and report back to the council with a recommendation
of their r~auests. seconded ~y Romer.

Minutes of the City Council of Laurel
After more discussion as to the two weeks' vacation, Ruff rescinded his motion, Romee rescinded his second,, and Ruff then made a different motion that
the radio operators be given two weeks vacations to be taken after the first
of July, 1962. Seconded by Olson, and motion carried. police corr~nittee to meet
with the operators and report to the Council with recommendations about their
other requests.
Ruff reported that the pity has a need .for a steam Jenny. ~e thEn made a
motion scrond~d by ~ave~ that this item b~ placed on the 1962-1963 budget. Motion
carried.
Ruff Mated that, as much of the cement being poured in ~aru.el is not up to
sp~ci~ications~ the City had purehas~d a cement tester in the amount of approxi- mate].y ~$160.0~.
Ruff stated that the City had replaced a water valve at eighth and Main, so
that the outside residents' wat~;r could be shut off, without shut-~ing off the water
in the Motel., This valve has not yet been paid for by the outside residents, b~.t
the valve is leaking. Ruff sugg~s~ed that this valve b~ checked anal fixed, before
the _QUtsid~ residen-~s pay for this.
Gass reported that there is a boy from Nigeria who is going to school. hers.
He stated that most of his facilities are being taken carp of by private families.
Harold ~anNice has a smal]. house r~hich he would give to this boy for sleeping
quarters and bathroom facilities, and requests that the ~i~y have the water turned
one and no charge be made. Ater diseussion~ motion was made b~Z Ruff and seconded by Gasp, that the water be 1;urned on free of charge at this add~bess~ but with the und~r-
standin~ that it wi11 be immediately shut off when the boy is no 1~nger residing at
this address. ~~otion carried.
There being no further busir.~ess to come before the Council ~.t this session,
motion was duly made and seconded that the meeting be adjourned. Motion carried.
