April 16, 1962
A reg~.lar meeting of the City council of the City of Laurels Montar~~., was
held in-the Council Ghamber~, and was called to order by Mayor John Beslanwitch at
7:3Q o`clock, p. M., on Tuesday, April 16, 19b2.
Upon roll call, the following aldermen answered present
Jacob Ruff Steve ~.omee Henry Kaiser Gerald L. Gass
Cecil Nave fiarold Wilson Roy Eeiwards Kenneth Olson
Tt~.e minu.~~s of the previous meeting were read. Motion was made by Gass and
seconded by Nave that the minutes be approved a~ read. Motion carried.
Dr. Harry McLane appeared before the council in behalf ~f the Chamber of
Commerce to state that it way the intention of the members to make an information
booth out of. the log building south of the highway on 1~Zain Street. They also requested that they be allowed to place two banners across the street, and to have recorded music
to attract the attention of the tourists. After discussions motion was ma.d~ by Ruff
and seconded by Kaiser ghat the requests be granted. Motion carried. They intend to
have this building manned den hours ger day by Carl Burke and M~;1 Dear nger.
I~enha,rdt appeared before the council to sate that the Junin ~.amkc~r of Commerce would like to h~.v~ all businesses fl.y the 50-star flays ei~t~t days each year.
The Junior members would take care of placing these and maintaa~ning tYz~xn at a cost of
X15.00 per year. He was informed that the City already has two of these flays and
would not be in need of the service.
He a1.so stated that the J.C.~s were intending; to have a freak meet on May
12th ar~.d would like to have the use of ~~hletic Park for the da,~= and evening, and would like to have the lights on also, all at no charge. Motion way made by Kaiser
and seconded by Nave that the permission be granted for the use of the Park, but that
the lights would have to be paid for at the approximate rate of ~8.C10 per hotar. ~'he
meter to be read before and after the track me~:t. Motion carried.
Marvlin Hopp~l appeared before the Council on behalf of the +~h.amber of Commerce to ask if the City had given up the Lease on the piece of property on which
the log cabin is builte City Clerk to try to run this 1~ ase matter down, and take-
car~ of it,
Gene Barsness appeared before the council with a request to extend Q.I.D.
#9~ sewer to cover his property.
Barsness also appeared before the council in b~hal.f of the Chamber of
Commerce. They want to put tubs or culverts of flowers on the sid~wal.k on Main
Str~e~. Bradley paid that we could not obstruct the sidewalk, unless the ordinance
way amended. Then he asked whether or not they ec3uld hang baskets of ~low~rs on the
light poles. St was the decision of the council that this would be permissable and
motion was made by Ruff and seconded by Qlson to that effect. Motion carried.
Tom Mathis appeared before: the 8ouncil to ask to use the pity Grader with
SeYunidt a5 operator to make a road to his property. He stated that h~ would expect
to pay rental for the equipment and wags to 5chmidt~ and this to be done in the
evenings or on a week-end when the equipment would not be needed. It was the opin~.on
that if Mathis can get help no other way, that it would be considered a little later.

to put a beauty shop in her horr~ at 618 Juniper. Motion was made by Ruff and s~cond~d by Kaiser that this n~.tter be referred to the honing Board of Appeals. Motion carried.
Dick Metzger appeared before the council. to ask that George Rehm be brought
up to the base .pay of the other laborers. Dick reco~unended Behm highly. Motionw~as
made by Ruff and seconded by Gass that the request of Metzger b~ allowed and Belzm's
wages raised from X1.96 to per hour b~;~inning April 26th 1962. Motion carried.
Y Letter from the Laurel Volunteer Fire Department rec~iv~d asking permission
to again hold their fireworks display on the evening of the Fourth of July. Motion was
made by Olson and seconded by Nave that the Firemen be allowed to have this display.
Motion carried.
Letter was read from the Department of State Lands granting a perpetual
easement for the area desired for sanitary land fill operation. Glaim was presented
for the swn of ~1?~~.~0. Bradley stated that when this dried comes ~hrou~;h it should
be recorded.

granted. Motion carried.
Several. applications for employ~~n~ were read. Motion~~a~ made by Ruff and
seconded by Romee that these applications be placed on file.
Mayor Be~lanwi~ch reported that if we get into any difficulty that~the
Black and Veatch Resident ~~~nia~r e11 be ava3.lable.
Zetter was read from the City Employees' 1oca1. reguestin~ that a comm3.tte~
b~ appointed to consider raises for the City ~nplo~ees, and specifying that this was
not a request tv re-open the working agreement. Trdhereupon Mayor ~e~lanwitch appointed
Olson, chairman, -Ruff,, Edwards and Gass. pity Clerk to get resume of salaries and
wages paid by other pities of our si~~.
Certain reports of the pity of Laurel were pres~;nted .for approval as follows:
Treasurer~~ reports, City clerk's Trial Balance, Clerk's dash ~eport~ Budget and Revenue
Reports, and Health officer's report. Motion was made; by Olson and second~;d by Ruff
that these reports be approved. Motion carried..
~ Letter was r~ad~ accompan~~d by a petition signed by certain residents of the fourth ward regarding the City~s intention to clo~.e a certain alley between Elm
and Fir. The Mayor reported that ground fie~G to the a7.ley had already been spoken for,
anal that the problem was non-existent.
City Clerk presented written reports to each of the alderrn~n and the Mayor,
and ~a.de a verbal. report on the meetings at Helena.
Zt was reported that in front~f dam Ehrlich's house on the boulevards in a
tree was a tres house that should be torn down as the boards axe coming loose. Edwards
to refer this to the Police.
i ~h.rlich to report any dirty alleys in town, so that people can be warned
to clean them up. i
Nave reported a holy in back of Johnston Lumber Company. 07.son stated that
he would take care of it.
Nave asked that the United Fund Committee b~ allowed to use the ~Counci].
i Chambers on Monday evening, April 23rd at 7:~C~ o'clocl~ for a meting. NIotion was made
by Ruff and seconded by Romee that this b~ allowed. Motion carried.

or acquire in some manners the few feet of roperty needed to again bring the alley
to a width of 2(' feet. Motion was made by ~l.son and seconded by Kaiser that the
committee of Ruff, Nave and Wilson be authorized to negotiate and acquire whatever ground is needed for this purpose. Motion carried.
Ruff made a report on the L~gi~lative ~iamm~:~~,ee of the Montana Municipal
League meeting at Helena.
There being no further business to come before the council. at this time, motion was duly made and seconded that the meting be adjourned. Motion carried.
