Upon taking roll call, the following aldermen answ~:red present: Jaeob Ruff Steve Romee Henry Kaiser Gerald L. Gays Cecil Nave Harold W. Wilson Roy Edwards Kenneth Olson The minutes ~f the previous meeting w~;re read. Motion was made by Ruff and seconded by Olson that the minutes be approved as read. Motion carried. Several applications for work were presented. Certain of these applica- tions were for labor, and several for ~rork in the Parks and ~w~.mming Fool. Motion was made by Ruff and seconded by Kaiser that the applications o~ the laborers be placed on file, and the applications for the Parks and Swimming Pool be referred to the Recreation Board. Motion was made by Ruff and seconded by Kaiser that this resolution b~ passed and approved. Upon taking roll call vole, a].1 aldermen presEnt voted «Aye" and said Resolution was declaxed passed and adopted. RESOLUTION N0. 1207 RFS(~LUTION ND. 127, BEING A RESQLUTION TRA.NSFII~RING +CERTAIN FUNDS CF' THE CITY OF LAUREL, MONTANA, ryas presented. Motion was made by Ruff and seconded by Kaiser that this resolution be passed and adopted. Upon taking roll call vote, all aldermen present voted "Aye" and said resolution was declared passed and adopted. Certain repomts of the city of Laurel were: presented for approval as follows Report of the Police Judge was presented. Moi-,ion way made by Edwards and seconded by Olson that this report be approved. Motion carried. Reports of th.e Patrolmen, ~,ibrary report and H~a1th Officer's report ~rere presented. Motion was made by Ruff and seconded by Kaiser that these reports be approved. Motion carried. Len~.a~rdt appeared before the council to ask what can be done about the a11ey clean-up program. Ruff stated that it was up to the garbage collectors to report these alleys to the pity Engineer or to the Mayors and then ~.t way up to theCouncil to see that th3_s suggestion is enforced. If the parties involved do not clean up these alleys within a reasonable length of t~.m~, it thin becomes a problem for the- Police Department. Kaiser asked about the spring clean-up week. It was the opinion of the council that this year the clean-up meek not b~ so early as most people can't get their yards cleaned up in April. Tt was su~,~~sted that the clean-up week be approximately in the second week of May. City clerk was asked to bring up the subject of the salary paid to George Behm, and also the physical examination for new employees, according to (}rd nance ,~57. After discussion, it was decided that a qu~stionnair~; of physical fitness b~ required of all new employees, and that the City C1er1~ b~; held responsible to report tv the City Council the meeting before the employee has been with the City for s ac months and that he then be r~q~zired to take a physical. exa~~nation at that time. Tn th~i.s connec+ion, City Attorney Bradley suggested that a Resolution be written up to this effect, to take effect immediately. RESOLUTIt7N ND. 12b8 RESOLU2ION N0. 1208, BEING A RESOLUTION REQUIRING THAT ~T~L NE4J CITY F.i~iPLOYFFS BE REQUSRED TO FILL BUT A I'~-1YSI~AL FITNESS QUE~TION~;TAIRE AT THE TIl~IE OF THEIR ~MPLO~iENT was presented. Motion was made by Nave and secondEa by Olson that this Resolution be passed and adopted. Upon taking roll call vote, al.l a~.d~rmen pre5en~ answered ~~Aye" and paid resolution was declared passed and adopted. The City Clerk stated that the previous City engineer requested that the time limit on the Barry O~Leary Contract be extended for the length of tame that we axe without a City Engineer. It was the opinion of the ~ounci3. that it would be better to extend the contrac-L- than to tam a chance on the work not being up to specification . Motion was then made by 01son' and seconded by Nave that the time limit on this contract for S. I. D. No. 91 be extended for the len~^~~ of time necessary, as long as the pity is holding up the work, due to no engineer. Motion carried. The City Clerk to notify Barry OtLeary, Inc., o~ this decision. City Clerk asked for permission for Mrs. Fisher to leave the~Stat~ at any time during the next two months due to the fact that it is necessary to take a grandson to the hospital at a moment s notice whene~rer there is a place for. him. Motion was made by Ruff and seconded by Edwards that permission be granted. Nioti~n carried. I City Clerk relayed. a request from John Tubman for an estimate of cost to cover the irrigation ditch in front of his house. After discussions it w~,s the opinion of the council that Mr. Tubman get permission first from the Ditch owners, and find out their r~~uirements. It is possible that the City would be able to do the work. Nave reported can the garbage land fill situation. Letter was read from the Airport Gommi~sion giving permission f'or a part of the Airport to be used for this purpose. Letter was read from the State of Montana Department of Mate Lands, stating heir requirements. knother letter was read from the same Department clarifying a statement of whether or not this would be a perpetual. easement. It was the recommendation of the committee tY~at we ask f'or the West 100 feet, or approximately seven acres, which ~aoul.d cost the City approximately ~].1~.5.0~. Motion was made by Kaiser and seconded by Gass -ghat the recommendation of the ~omrnittee be accepted. Motion carried. After discussion, motion was made by Ruff and seconded by ~~d.ward5 that the Mayor be authc~ized to employ whatever extra Laborers he fel-~ were necessary in order to get our work done. Lenhardt appeared before ~h~ ~Couneil agaa..n and stated that there wag much. i11 feeling among the men because Earl t ow ~s one ~i~ the newer men, and yet he is making more mone~r that the senior met by working extra relief shifts at the Police Department and the Water Plant. after discussions it was the opinion of most of the City Council that Crow be kept on as a relief man, just as he is at the present tams. Alderman Qlson stated that any of the senior men who are com- plaining should b~ offered the Relief job if they want to work the extra shifts. It was stated that there were probabl3r no senior men who granted the fob. In which case, the Mayor stated that we were going to coMtinue as we are, ~ Ruff st~.ted that there had been several persons complaining because of the ~i5.00 fine impos~;d for parking during; the Street sweeping hours. St was suggested that the 4rdinanee b~ amended to read tY~ fine should b~ anywhere from X2.00 to $1 ,00, depending on whether or not it was out-of-county, ou.~-of-state cars, and whether or not it was a local car, and if the parties involved were second offenders. The amount of the fins ~o be lift to the discretion of the arresting officer and the Police Judge. Ruff reported that the contractor,, Drake-Henn~~ was asking about ~5~0~0.0~ to clean the S.D.Plant digester. He also reported that the Black & Veatch engineer was of the opinion that it could be done f'or approximately half that amount. Ruff also reported that the contractor was not doing a very good fob of putting the streets back into goad condition after digging them up. It was thought that our resident engineer should see that this is done prpperly, and that the contractor be asked not to block off more than one stz~eet at a time. Complaints wire brought again against the Chas Company for not 1Paving the streets and alleys in a good condition after laying; or repairing a gas line. The City Clerk was asked to~mite to the ~*as Company informing them that if this stipulation was not complied with properly, in the future there would be no more permits issued to the company for this work. Nave asked whether or not any persons were being considered as ~aee ment for Leanne Hirschf'elt. pity Clerk reported that a woman had been employed and had done to work April l~ 1962. Nave stated that h~ understood that it Sad been decided to employ someone who needed a jobs rather than a triarried woman. The +Council was informed that the replacement for tl~ office way considered and em- ployed on the basis of the best qualifications rather than on marital status. The Mayor stated that there was to be a Governor s Conference of City Clerks and City Treasurers in ~el~:na, Montana, on April 12th and 1 3th and asked the council to authorize Alderman Ruff and pity Clerk llorothy P. Bundy to attend. Motion was made by Nave and seconded by Kaiser that author3.zation b~ so given. Motion carried. Nave reported that there would be a civil Defense m~etin~ held in connection with the regular ~ehiev~ment Council meeting on Wednesday, April 1962, in the Council Chambers. Alderman Nave is the Vice President, ar~d requested as many of the Alderman as possibl.~ to attend. Major Gibson will be one of the speakers. There being nor further business to come before the council at this time, motion was duly made and seconded that the meeting be adjourned. Motion carried.
