A regular m€;eting of the City Council of the City of Laurel, Montana,
wa,s hPlc~ in the council Chambers and was called to order by Mayor John Beslanwitch
at 7 :3~ o'clock, P.A2. , on Tuesday, i''iarch 6, 1962.
Upon taking roll call the following aldermen answered present:

The minutes of the previous meetin~~were read. 'lotion was made by
Ruff and seconded by Nave that the minutes be approved as read. Motion carried.

Gentlemen:
inclosed find the resignation of R.h'.. Sterrett from the Laurel
Vol. Fire Dept. effective March 3rd.
Mr. Sterrett has been on the Dept. for a period of twenty y~drs and has attended two-thirds of the fires and meetings and is entitled to a
pension as provided in our by-laws.
The department aec~pted the resignation of Mr. Sterrett and trust
this action will meet with; your approval.

Motion was made by 01son and seconded by wiser that the resi~;na.tion of Nir. Sterrett
be accepted. AZotion carried.
Certain applications £or work with the pity of ~,aurel were presented. P'Iotion was made by Kuff and seconded by Olson that these applications be placed
on file. ~Zotion carried.

Ordinance 557, being the ordinance revising the Ordinances of the Gity
of Laurel, Montana, was presented. Alderman Ruff suggested that the Council take more time to go over this ordinance more thoroughly, before its pas ale a.s he
Mated that; he had not yet had time to read it all. Motion was m~a.de by Ruff to
this effect, and seconded by Crass. Motion carried. Gaston stated that the age
minimum to het a driver's license should be changed from Z6 years to 15 years.
A letter was read from Jamey Theirel asking the City of'L~.urel for a small salary and. the right of saltrage at our Gity Dump. It was suggested that
the City Clerk write h.m a letter stating that we are not in a position at ;his
time to decide on any salvage situation, and that in the future, if we are, w~
w~.ll let him know. City Clerk was also asked to write a letter to the City
Clerk in Bi1l.ings asking how they handle this situation.
Letter was read from the Billings chamber off' Conunerce asking that the
Mayor attend a United States Chamber of Commerce Aircade for Citizensrxip Action
Thursday, M~.rch 15th in Billings . 2'he charge for this meting being ~7.0(~ each. 1~Totion was made by Olson and seconded by Kaiser that the Mayor be allowed to attend,
if possible, and i~' it is not possible far hi.m to go, authorization be given to
the Mayor to appoint one of the aldermen to attend in his place. i°lotion carried.
Certain reports of the City of L~.urel were presented for approval. 1~ibrary
report, Report of the ~'olice Judge, Reports of the Patrolmen, Treasurers Report,
rash report. Motion was made by Ruff and seconded by kaiser that these reports ~ be approved. Motion carried.
Claims for the month of February were presented for payment as follows:

Motion was made by Olson and seconded by Edwards that these claims be approved. P~Iotion carried.
Mayor Beslanwitch reported that he ahd a call from NIrs. John Kelly regarding
the possik~ility o~ coming into the City Zimi~s, and asked whether or not she would
be able to keep the trailer house on her property. Bradley stated that there muat
not be any'onP living in the house. She can have water meter taken out, and pay just a flat rate plus irrigation a.f she comes into the Cit~r Limits.
2'he Mayor asked for a report from the Committee appointed in investigate.
the bids for the water pipe and valves. Gass reported that the Finance ~Commii~te~,
Water Committees anti the City Eng~_neer met Tuesday and accepted the bid of tYie
Johns-Man~r:ille Company for pipe, in the amount of ~31~,l~52.OC`. The bid for the valves was let to ~I.D.Fowler Company at a cost of $1, 73.80. 't'wo 18" valves and one 16"
valve were purchased instead of three 18" valves.
Nave reported that the Committee appointed to investigate the ~an:i,.tary land
fill were not yet ready to make ~ recommendation.
Edwards reported that the Police Committee were open to su~~estions for
refiief personnel for the Radio Operators. He stated that he ha.d not het found a man.
There was some discussion al~~out giving the Radio Operators a week's vacation with
pay at the end of one year. Ruff suggested that this be deferred until Budged time.
Gass and the City Engineer reported on the Hoist, and said th~.~ ghat
i there has been. some trouble Faith it, and the City Engineer reported that he would
like to trade the Hoist in on a new cable hoist. Ruff stated that we should hold
off on this if at all possible, as our revenue is down and expenditures up in the
T~Tater Fund. After discussion, motion was made by Ruff and seconded by Edwards that this matter of a hoist be referred to the Water ~%ommittee with the authority to
act in the case of an emergency. Nrotion carried.
The City clerk to check on whether or not the City has to pay for the
water meters, or if the cost should be shared by the consum~:r.
Ruff sta~~d that we are losing too much money through unpazd water bills.

The P•Sayor stated also that there should be no exceptions to Ordinance 557 which
st~~tes in part that the Water Deposit shall be X615.00 ~n the 1'u~ur~,~ with water
subject to shut off three days after the second: month's bill becomes delinquent.
Under no circumstances is the office to accept a partial payment of a water bill.
Ruff reported that tYie water committee had met and made an adjustment of
certain charges involved in replacing; ~~n individual's water service. H.e stated that others wire now wantin€ an adjustment. ~Te recommended that in the future, before
d~in~; any of this kind of work, an agreement must be signed with the property owner
that they ~ri11. pay the bill.
There was discussion about the Episcopal Church property not having a
sewer line.
Ruff reported that there Mere still alot of stray dogs. ~.'he City Clerk
is to make a report for the next council meeting as to the costs and revenues
involving dogs and bicycles for the last two or three years, to date.
It was reported that ~'eter Yegen in Billings is selling; human #'€rtilizer and the City Clerk is to write to fillings and find out if tY~tis is true. I~' gyp,
find out where it i~ processed.
Edwards complim~.nted the ~k~ief of Police and the City Engineer for taking
a bus Load of Bozeman band students off the streets to the engineer's home, and
letting them staff there while their bus was being repaired. St was stated that
these students were very well behaved.
'City ~ngin~er asked permission to set up the specifications and advertise
for bids on one i6t~ Venturi Tube and recording instrument. 1~°Cotion was made by
duff' and seconded by Nave that permission be granted. Motion carried.
Olson asked permission to leave the Stag . I`otion was made by Kaiser and seconded by Edwards that permission be granted. Motion carried.
A complaint was made about the house that, M~tha Coombs lived in. Tom
Bradley is to talk to N~erritt Williams about this.
Harold Collins appeared before the council and requested that the
auxiliary Police b~ allowed to have the use of Riverside Ha11 free of charge for a dance on rTarch 2l~th. ~'he date being; open, motion was made and seconded that
permission"for the use of the hall be granted. Motion carried.
Collins then made a deport on the activities o~ the Auxiliary Police
Forca.
There being no further business to come before the council at this time,
motion was duly made and seconded that the meeting lie adjourned. Motion carried.
