HomeMy WebLinkAboutCity Council Minutes 02.20.1962Minutes of the City Council of Laurel February 2Q, 1962 A regular meeting of the 'City Council of the City of Laurel,Montana~ was held in the Council chambers, and called to order by Mayor John Beslanraitch at 7s3~ o'clock, P.M., on ~uesday~ rebruary 2~, 1962. Upon taking roll call, the following aldermen answered present Jake Ruff Steve Romee Cecil Nave G.F~.Ga~s Roy Edwards Henry Kaiser, Jr. Kenneth Olson Harold Filson The minutes of the previous meeting were read. Motion was made by Kaiser and seconded by Nave that the minutes be approved as read. Motion carried. Mayor Beslanwitch then introduced himself, the aldermen, the City Attorney, City clerk, City Engineer and the member of the Billings Gazette to a group of boy scouts who appeared to observe the meeting. Tn their company was also present Harold Prig, Loyd shay, and Ed ~peare. the Mayor then welcomed the guests, and. asked them to come back at any time. Price was called on and he introduced the boys, and thin stated that it was necessary for h3.s group to have a project for the year. He stated that he would like to offer the boys services to the City, by ~a~r of helping in the Parks, or whatever it would be possible for them to do. He stated that the group contained 32 boys and 21 parents. the entire±_group was warmly thanked by the Mayor, and they were told that their offer was ~xtr~mely appreciated. This being the time and place advertised for the opening of the bids on wat~:r pipe and valves, the Mayor called on the City ~I.erk to open and read the bids in the order of their appearance, which she proceeded to do as follows: American P~_pe and Construction Co. The Mayor then appointed the Water Commit~Gee, Finance 'committee and pity Engineer to investiga~~ these bids, then declaring a 15 minu-~e recess for this consideration. iJpon re-~onven~ng the me~ting~ Chairman Ruff recommended that the committee hold up action on these bids for further investigation, and that a meeting be ca11~d for ~'uesday, Februar~r 27th, at 7:30 o'clock for the letting of the bids, and asked for authority to act. he then made this recommendation in the form of a motion, which was seconded by ~omee and the motion carried. Four applications for employment were read as follows: Henry Strecker,. Robert Lie B~.ngert, Tommy Lee Ludwig and Robert i~rilliam Gerard. ~~wo claims on the City of Laurel, Montana, were presented for payment as follows: I)rak~-Henne, Inc. $$lZ,l27.13 Northern ~'acific ~~a-i_lway 10.0(? riotilon was ma.a~ by ~ut~ and seconded by Qlson that these clams be allowed. Motion carried. the Copies of the Revised Ordinances were presented to the Mayor, the eight A1.dermen, The pity engineer, the pity attorney, and the Police Chief. kcceptance letters were signed by each one, wherein these persons agreed to return these copies in good condition on their retirement from the pity Offic~rs~ rolls or pay the Siam of ~,~.OC? on receipt of a statement from the City Clerk.. Thy ~i~y Attorney sug~PSted that these be read thoroughly by each one involved, and brougYlt back to the Council meeta~ng on March 6th for final passage. Zn this connection, Alderman ~~uff cornpliriented the City Attorney and the office force for a good job well done . I Certain reports of the City of Zaurel were presented for approval, as follows: Cash Report, trial balance, health of~ieer's report for the month of January. Motion was made by Ruff and seconded by Kaiser that these reports be approved. Motion carried. The City clerk reported that there had begin no protests received to the Passage of Resolution 12n5 which concerned au~horiaation of certain additional budget expend~_tures. _ I I Minutes of the City Council of Laurel Letter was read from the Mate Board of Health in Helena, Montana as follows: Montana State Board of Health Locality: Laurel A visit way made to Laurel on January 22, 1962, for the purpose of meeting with the mayor, John Beslcznwitch, and"the pity ~ngin~~r, Wayne Otta, for the purpose of inspfwcting the proposed site for the sanitary landfill. NIr. Otto accompanied the undersigned to the landfill site. The proposed site for sanitary landfill is located on ~.0 acres of land approximately 2.25 miles northw~:st of the pity F-iall. 7.'h~: site contains a large coulee which is easily accessible by the county road. kt the time o~ inspECtion there Ural heavy snow cover over the whole area, and no det~rms:nation could be made of the soil conditions, however, it is reported.that the soil consists of silt and clay intermixed with gravels. It is further reported that there are shales below a depth of about 5 feet. ~rhe upper layer of shale is quite decomposed and can be dug easily. A review of a topographic may of the area indicates that the coulee to be used as a landfill is a branch c~'the main coulee which rarries the c'rainage from the ~.C` acres of land. By diverting the water a.t the head end of the coupe and around the fill area it would be possible to use this site as land- ~'i:ll without danger of water Flowing through the fill and thence down through the coulee. the site appears adequate and suitable for a sanitary landfill operation. If the sanitary landfill is operated in accordance with accepted procedures for constructing a sanitary landfill these should be rio hazard entailed by the property owners in the-area, nor should any of the ground water be contarlinated. Nave reported that the committee had met and asked that they be given more time. The Mayor made a report on this matter also, and the committee is to report at a later meeting. Loyd shay addressed the council to state that our City Dump has large rats, and we should try to move the dump and get rid of these. Ruff asked the pity Clerk to read the minutes of the Montane I~~unicipaZ Le~;ue me~tin~; held in Butte. Then Ruff made a report on this matter. Edwards reported that Mr. ~bersviller did not any longer wish to be the relief man for the radio operators, a.nd the committee would like permission to het another man. he sug~,ested Henry Ustwald. Motion was .made by Kaiser and seconded by Olson that this matter ~e referred to the Police Committee with authority to act. Motion carried. Nave stated that Mr, George combo ~ t•~ras complaining; about not receiving his refund on taxes paid in 1961. l~he City clerk informed the Gounca_1 that Mr. Wombolt was not ~nt~tled to this refund, as the taxes in qu~;stion had not begin paid by him. Maydew appeared before the council with his monthly report on the progress of the Sewage Treatment Plant. Ruff asked whether or not the outside sewer users had been sent their annual bill for their sewer charge. It was suggested that we start a flower fund among the City pfficials and the other office employees so th~.t there would be some change available for the sending of flowers to those rho were in the hospital or ill. ~2oti~n wa,s made by 4dilson and seconded by Ruff that each individual put in 50¢ t-~o start with. pity Clerk to be the Treasurer.
