Minutes of the City Council of Laurel
February 6, 1962
A. regular meeting of the pity Council of the City. of ~,aurel, Montana,
was held in ~Ghe Council ~ha~?bers, and was called to order by Mayor John Beslanwiteh
at 730 o'clock P.M., on Tueday, February 6, 1962.
Upon taking roll call the following aldex~en answered present

The minutes of the previous meting were read. Motion was made by Nave
and s~;cond~*d try Ruff that the minutes be approved as read. Motion carried.
This being the time and place advertised for the opening of bids on the
Police Patrol Car, Mayor Besl.anwitch called upon the City 'Clerk to open any such
sealed bids in the order of their appearance. The ~Gity Clerk reported that-, tYiere
had ~e~n only one b-~d submit-p-,ed, and proceeded to read as follows:

The Mayor then referred this matter to the ~~inance C~rmnit~ee, Police.
~ommitt~e, City Engineer, and Chief of Police, and adjourned the meting for
fifteen minutes for the cor~sa~ciera~ion of this bid.
Upon r~-convening the meeting, ~'hairman Ruff was called on for a report. He stated that it was the committee's reeornm~;ndation that this mater be de~'erred
temporarily, and taken under advisement, with author3..ty to-make a decision, and net
on same. Motion eras made to this effect;;by Kaiser, and seconded by bass. Motion carried.

RESOLUTION N0. 12f~~., BF?~1G A RESOLUTION TRANSFERRING CERTAIlV FUNDS OF
THE CITY f7F LAiP?EL, MONTANA, was presented and read. Motion was made by fluff and
seconded by Olson that this Resolution be adopted. Upon taking roll call vote, all aldermen present voted 'Aye", and said resolution was declared passed and
ad.opt~d.
Certain reports of the pity were presented for approval, as follows:
Library report, Health officer's report, reports of the patrolmen, report of the
Police Judge, Treasurer's report, City ~lerk~s budget report, and revenue report,
and cash report. Motion was made by I`~uff and seconded by Kaiser that these reports be approved. Ntotion carried.

Motion was made by Ruff azd seconded by Olson that these claims be
a114wed. Motion carried.
Request for the use of Riverside Hall f or a wedd3.ng dance to be held
on March 3rd, signed by Sam Schuman, was presented. Motion was made by Ruff and
Nave that permission be granted. Motion carried.
Request for the use of Riverside Hall for a publ.ie dance to be held on
February 9th, signed by Robert Romero was presented. P~iotion ~Tas made by Ruff and seconded by Nave that the City Clerk investigate more thoroughly end rent the
ha1.1 if investigation proves satisfactory. Motion carried.

RESOLUTT~N N0. 1205, BEING A RESOLUTION DECLF~RING AN EMERGENCY EXISTS REQUIRING ADDTTTONAL FXP~IDITURES FRAM SEVERAL FUNDS .AND DIRECTING PUBLICATION OF
NOTICE OF A PtTBLSC HFA~?ING, was presented. Motion was made by Nave and seconded
by Kaiser ghat this ~mergeney measure be adopted. Upon taking roll calf. vote, all
aldermen pr~s~nt voted "Aye"- and said resolution was declared passed a q adopted.
Utter was read from the Man~ar~a ~a~ Enforcement kc~demy announcing the
annual training program for police officers. after much discussion, motion was du1.y made by Olson and seconded by Rome that the application far acceptance be made, and
if one of our officers v~rere chosen to attend, a decision could be reached later
regarding whether or not the Counc3.1. desires to send~:and officer this year. Motion
carried.
The Mayor reported on his trip to Helena regarding the sanitary land fill situation. It was the decision of the council that the best raay to approach this
subject was to contact Mr. Fox, and ask that he delete 1~0 acres from his lease with
the S~a~se Land Bvard., and thin he could still use the port3.on of this acreage for
grazing his cattle, that was not immediatEl.y n~ed~d for our land fill. Bradley
reported orz this, and suggested that the Mayor appoint a committee to contract Mr.
Fox for this discussion. Thy Mayor then appointed A1.d~rmen Rtzff,as °chairman, to work with the Garbage Committee and himself.
Nave reported that the garbage committee had had a meeting in regard:`.~t.o
hir3.n~ a third man for the garbage truck, and in that way to pick up everything in
the alleys. He stated that the council should think about this, and consider it
seriously before next budget time.
Beslanwitch asked for a report on the 1~3" water main. City Engineer
made a report, and asked for perm3.ssion to advertise for bids for approximately
1~,~.~~' feet of 1~" pipes and three gate valves. Flans have been dr~.wn for the
purpose of getting ~asemen~s, etc. ~~ter discussion, motion Baas made bar 01son
and seconded by have that the recommendation of the Git~ Engineer be accepted
and permission gran~~d to advertise for these bids. Motion carried.
Ruff brought up the subject of the valve in question regarding the water
line serving the outside residents west of 7th kvenue. ftu~f then made the motion,
seconded by Kaiser that the City Engineer be authorized to fake action to ~enair.
_ if possible, or to replace this val~re, with the ~i~y Clerk to send statements to the
outside users for their proportionate sham of the cost. Motion carried.
The question of snow removal was brou~Y~ up, and the City Engineer au~h.orized
to split the shift of the city employees, and run two shifts, to guarantee th.e most efficiency from our equipment, and less expense than paying so much aver~tirne.
Nave stated that he felt that the men who drive oar city equipment should
have a chauffer~s license. City Attorneg is to look into this matters and inform
the City Engineer, and the Citg Clerk.
the Mayor stated ghat them would be a meting of the officers and
committeemen of the Mon-~ana Mu~ieipal Lague, and stated that a~ Laurel was
fortunate in having a member on the legislative committee, he would recommend that
this member, Jake Ruff, be allowed to attend this meting, which is to be held in
Butte, on Thursda;~, February 8th. Motion was made by Kaiser and seconded by Nave
that Mr. Ruff be instructed to attend. Motion carried.
The City Engineer extended an invitation to anyor~~: who wished to go with
him to Livingston and view their land fill area. Aldermen Kaiser and ~dward~ stated
that they would like to attend.

- Bradley reported on the Jumparena. zt was the decision of the Council
that no license be issued until more investigation, with sanitary facilities in
mind.
It was the decision of the City Council that the dog quarantine, far the
purpose of picking up dogs without licenses, be put into effect on February 15th,
and to run through March lst, 1962. ,

motion w~.s duly made and seconded that the meeting be ad~ourn~d. Motion carried.
