January 16, 1962
A regular meeting of the ~i~y council of the City of Laurel,Montan~., was
held in the Council ~ambc~rs and was called to order by Mayer John Beslanwitch at
7:3~ o'clock P.M., on 'Tuesday, January 16, 1962.
Upon taking roll call, the following aldermen answered present:

The minutes of this previous meeting were read. Motion was made by ftom~e
and seconded by Nave that the minutes be approved ar read. AZotion carried.
A request for the use of Riverside fall, on Februar~r 10, 1952, for a wedding dance, signed by Airs. Ilnil Defines, was px~~;sFnted ~o the; Council and read.

A request f'or the use of R3.vers3de Ha11 on April 3rd, 2962, fora Dinner-
Danca for the Montana-Dakota Utilities Company, signed by Joy Farrell was presented and read. Motion was made by 01.son and seconded by Navy that the request be granted.

The City Clerk presented Ordinances as they will appear in full next
meeting nsght, and reported on the progress being made on same.

A copy of a letter which had been written to, Dr. Rosselot from the tat
Board of Health, regarding the merits of a sanitary land fill was presented and read
in full, as follows:

3'he landfill method for garbage disposal has proven to be the most satisfactory
from all standpoints including that of the neighbors, sine ~her~ is no burning
and a properly operated landfill prevents blowing of paper and trash. It would
not bP satisfactory to have run-off water going through. a landfill area. It mould
be necessary to divert such run-off. The reason for the landfill is to prevent the growth of vermin.
W~ are not familiar with ~h~ specific site that the City has planned to use
for a landfill, since this is a decision that must be made by the municipal.i.ty
and is not the r~spon~ibil3.ty of any st~.te a~eney. Sn other communities we have
found that the pec~pl~ begin to build zn the areas next to the landfill since these
frequently are the areas where the roads are kepi open throughout the year.
We have no regular literature for distrit~ution concerning the landfill, but
we may have some brochures that will be helpful to you. W~ krill send you wY~at-
ever ~e can locate that w~ think you may be interested in.
A copy of this 1 ~tt~r is being sent to the Mayor of Laurel, and we will be pleased to go over any proposed site that the City of Laurel might hive and g3.v~
them the advantage of our experience elsewhere when we happen to have a qualified
person working in the area.

Motion was made by Ruff and seconded by Nave that the letter b~ placid on
file ~'or future reference. Motion carried.
Mrs. Rosselot appeared be~'ore the council to protest tie considnratian of
any land near their residence for use as a land fill. James Hi11 and his wife also appeared before the council for the same reason. Both parties reside outside the
city 13snits, and were told that the first obligation of the City Council way to the
residents and taxpayers within the City.
Thy Mayor asked for a report from the eor~ittee which has appointed to lit
the contract for a near garbage truck. Nave reported that the committee, with the authority ~n act, had purchased the GT'IC truck. ~?e also mentioned that there were no
overload springs bid on the Chevrolet, which was the low~;r bid by ~~.7.00.
The Mayor reported on s~vera~l calls that h~ had had regarding snow that had
been piled up on the sidewalk on the ~nJest sidE o~ ~'ubman~~ story. After discussion,
it was decided that the City Engineer would send the loader down there and haul
some of the snow away.
The City engineer and Alderman Gass stated ghat they had made a lot of
progress ~ow~rd our plan for a new 1£~" water 1in~: by springy. Z'h~y stated that they
did not have a full report at this time.
Edwards reported that the vet had complained that he had not re¢~ived his ~28.~`0 which wag dui for Board for the Brester dog. The pity Clerk r€~port~d that
Mr. Brest~r was paying tr~is amount off in installments, and that Ur. Ros~s~lot
should put the ~28.0~ down as a balance due on his next claims and the City Twill pay
it.
It was suggested in this connection that t~h~ old contrart w3.th fir. Ross~lot had never been signed by the former 1~iayor, and the 'City G1erk eras in~t,ruct~d
to draw up a new contract and to include in this new contract that the pity would

Alderman Edwards as chairman of the Police Comrn3.ttee recommended that the
City Council instruct the City Clerk to advertise for bids for a near Police ear.
After discussion, motion was made by Edwards and seconded by 01son that the new
police car be advertised fors and bids to be opened the first me~t-.ing in February.
Motion carried. Edwards also reported that t}~eir investigation into ~ih~ cost
of renting a Polio car rather th~.n purchasing one was proYlibitiv~.
Z'h~ Mayor reported that he was going to be in Helena on other business for
th.e rest of this week, and that if the council would sanction one day's per diem
for him that he would go to Helena one day earlier and contact the S~at~ Land 3~aard
and the State Examiners officE, and try to het some information regarding the
proposed land fill site. After discussion, motion eras made b~ Olson and ser.,onded by Ruff that this be allowed. Motion carried.
Nave inquired about acity-operat~;d doh; pr~und. It was the opinion of the
council that this would be too expensive and almost impossibly at this time.
Nave asked whether or not there could be three men working on the Garbage truck instead of two, for bett~;r servie~ at less expense. It was the decision of the

A Mr. James bixon appeared b~;fore the council to petition for a shit ofd
on the water line that serves some outside residents. He stated that several times
there had been a break in that line, and he had no water f'or his motel. Con-
sequently, he would not be able to adv~rtis~ his vacancies, and it was ~.n exp~ns~ and an inconven:i_enc~ to hitn. City Attorney reported on this alto. lifter discussion
• emotion was made by Ruff and seconded by Romer that the City clerk inform the
outside residents involved that the existing; shut-off valve will be r~pair~d and
they will b~ billed for the cost. City ~1erk to notify these persons that ~Ghere
will be three weeks until the next council me~;ting, and they will have this time
in which to make some arrangements for their new proposed water line, ~r some reply to the Council. Motion carried.
It was reported th~.t as there will b~ some activity around Riverside Hall
for dances, the City engineer should be asked to remove some of the snow so that
people tiaon~t het their cars struck.
Ruff broi~~ht up the subject about the Jumparena being issued a license
for the coming dear. Thy question of s~.ni~~.r~ facilities was brought u~. As
John Moran owns the propPrty~ Tom Bradley offered to talk to h3.m, and ask if he
knew the plans for the Jumparena for the coming year.
Where being no further ~iu~iness to come before the council at tYis
meet~_r~g, emotion was duly made and seconded that the meeting be ~.djourned. ~Zotion carried.
