HomeMy WebLinkAboutCity Council Minutes 01.02.1962 mutes of the City of L January 2, 1962 A regular meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers, and was called to order by Mayor John Beslanwi.tch, at 7:30 o'clock., P.M., on Tuesday, January 2, 1962. Upon taking roll call the following aldermen answered present. Jacob Ruff G.L. Uass Steve Romee Cecil Nave Roy Edwards Kenneth Olson Henry Kaiser, Jr. Harrold Filson This being the time and place advertised for the opening of bids on bonds on Special Improvement District 91, the Mayor asked that the City Attorney take over the meeting for the sale of these bonds. City Attorney Bradley .asked whether or not the City Clerk had any bids in writing. She reported that there was one from O.E. Lee, Tnc., and proceeded to read the same as follows: 0. F. LEE AND COMPkNY January 2, 1962 City Council. City of Laurel Laurel,Montana We. wish to make a bid on bonds of Special Improvement District No. 91 , amount of bonds is 2 7,000.0O. e enclose a cashier check in the amount of $2.,800o00 being Nuxr'her 235180 t' cover 10% of the bid. It is our understanding that these bonds will draw 5 interest. We wish to offer a premium of $165.no. Yours very truly, O.F.LFF AND COMPANY By D onald Lee The Yellowstone Bank, represented by B. Meyer Harris then bid 5% interest plus a 21'0.00 premium. Whereupon the City Attorney asked 'the 'City Clerk to contact C. �. Lee on the phone to ask what their next bid would be. mr. Don Lee, representing O. .Lee Inc., bid 27,OOO.00 with a 250.00 premiums.. The Yellowstone Bank then bid $27,000-00 with a $300-00 premium, whereupon Mr. Lee stated that he would be present at t,)e meeting In the future when we had other bonds to sell, so that he could bid in person. The City to bear the cost of printing the bonds* As it appeared that there would be no further bids for these bonds, motion was duly made by Kaiser and seconded by Olson that the bid of the Yellowstone Dank in the amount of $27,000-00 plus a $3r)O.r'O premium be accepted.. Motion carried. After discussion, motion was made by Nave and seconded by Gass that the check of the unsucce ssful bidder be returned to them. Motion carried. The Mayor then declared a 15-minute recess and turned the matter over to the City Engineer, the Garbage Committee, and the Finance Committee for cons i.deration and report. Upon re-convening the meeting, the Chairman of the finance committee stated that they could not consider all bids in such a short t ..me, and recommended a special committee meeting to consist of the entire council for Monday, January 8th, at 7 o'clock, to consider these bids further. Notion was made by Kaiser and seconded by Aomee that these bids be taken under advisement until. Monday, January 81 1962 at 7:00 P.M. and turned over to the cormittee with authority to act. Motion carried. The City Clerk read a telegram of good wishes for the Holiday Season,, received from Brake-Uenne, Inc. Beslanwi.tch reported that the engineer had given a lot of thought to the 1811 water line. He made a report on the route, and asked for some discussion. Bradley reported on this matter. After, much discussion, the Mayor turned this matter over to the City Engineer and. the Water committee with instructions to investigate all possibilities and report back at the next meeting. Gaston appeared before the council regarding the possibility of renting a Police C )Ir instead, of purchasing one* It was believed after discussion, that a car could be rented at Less cost and trouble than purchasing one. Mi"nutes of the 1 ounce of L Edwards reported that he saw Zoe von Fnde in Denver while he was on his vacation, and had sent beet regards to everyone. Ruff reported on Tax Title Property. The Finance committee to watch this matter closely in the future. Ruff reported that one light in the Police 5tation is not working, properly. Wayne to talk to Ted Fundy or John Laird and get this fixture repaited. Ruff asked whether or not we could either get the "blinds fixed or purchase new ones. After discussion, motion was made and seconded that two new pull "Olinds be purchased for the Police Station. Motion carried. The Mayor stated that the Police St�i,tion walls had been mashed, but that it needed paint ...ng. Olson made the motion, seconded by Kaiser tYtat the Police Station be painted. Motion carried.. Ruff stated that there 'is some money in the Special.Sewer Fund, and that it has been ear-marked for the Magnus Sewer. He than made the motion, seconded by Nave that a new manhole should be -ins->al.led, where it should be, and was never done. Motion carried. Regarding the proposed sanitary land fill project, Mr. Bradley stated that he felt more could be gained, by talking to the State Land Ford in person, rather than by correspondence, on the subject of getting some Land for this fill.. After discussion, motion was made by Ruff and seconded by Nave that Bradley, and, Wayne be allowed to go to Helena, at a. convenient time .for this purpose. Motion carried.
