November 5, 1963
A regular meeting of the City Council of the City of Laurel, Montana
was held in the Council Chambers and was called to order by Mayor John Beslan-
wit~h at 7:30 o'clock P, M. Tuesdays November 5, 1963.
Upon taking roll calls the folloraing aldermen answered present
Jacob Ruff E. H. Ebersviller~ Sr. Kenneth Olson
Cecil Nave William J. Palm Ed Leuthold
The m3.nutes of the previous meeting were read. Motion was made by Ruff
and seconded by Nave that the minutes ba approved as read. Motion carried.
This being the t3.me and place advertised for opening of bids for a new
fire trucks the City Cl~ rk was asked to report and open the bids in the order of
their appearance, which was done as follows:.

following Equipments Mounted on 1961. International chassis to be furnished by American LaFrance purchased :from 0. M. Wold Co. Laurel, Montana.
The chassis as specified is Qapabl~ of fulfilling the contract with ac-
ce~so~ies and equipment shown on Page 2 attached. All of which are to be built in
accordance with the specifications attached hereto, and which are made a part of
this proposal and the accompanying contract, and to ship game in about 120 working days after execution of said contract by an affieer of this Comp~.ny at Elmira, N.Y.,
subject to a~.l causes beyond our control, for the sum of Eighteen Thousand Six
Hundred Minty Five and l~0/100 Dollars (~i8,695•~0} F.O.B. Elmira N. Y. transpor-
tation allowed to destination. F.O.B. Laurel, Montana via Driven Overland.
Deferred payment terms if desired.
Prices q~zoted for acceptance ~rithin 1~ days of this proposal date. It is understood. that all prices Mated in this proposal and in the ac-
aampanying contract-will be incr~a~ed by the amount of any governmental excise or
saps ta~c affecting the sam.

date of delivery. Under this guaranty we agree to furnish you, without costs ~x- cept transportation, any parts to replace parts that have failed due to defective
material or workmanship where there is no indication of abuses neglect, unusual or
other than normal service, providing that such parts area at our options made av-
ail~ble for our inspection and at our request be r~t~.zrned to our factory within
thirty days after date of failure, transpor~i~~i~n prepaid, and we find that failtr~*
was attributable to defective material or inferior ~rorlananship.

Whereupon the Mayor declared a fifteen minute recess for the con~idera-
tidn of these bids. Upvn reconverting the meetings Ruff announced that there would
be a committEe meesting on November 8th for c~sideration of these bids at 7x30 of
clock P. M.
Reports of the patrolmen were presented far approval. Motion was made
by Olson and seconded by EbErsviller that these reports b~ appxoved. Motion car- riPd.
Several ladies appeared before the Caun.cil representing the Junior Wo-
man8~ Club regarding the purchase of somE safety signs in the intersection:
around the schools. The Mayor referred this matter to the police committee, thy:
police chief and suggested that they work also with Mr. Wo11an~ Superintendent of senools in this connection. Motion was made by Ruff and seconded by Ebersviller
that this committee be given the authority to act. Motion carried.
Mr. Alvin Kerner a representative of Ess~ntialube appeared before the F
Council to demonstrate this product. It way suggESted that he remain to make
this demarzstratian until after the regular Counci]. Meting.

to recommend that the Mayor make certain appointments regarding Civil Defense`' program. He s-~ated that the appointments were all ready to be made except the
Intelligence Chief, whereupon the Mayor appointed a7.1 the recommended persons,
and Thomas L. Bradley, City Attorney as the Intelligence Chief. Motion was made
by Pa]m and seconded by Ebersviller ghat these appointments be ~.ppraved. Motion
carriEd.
Since the funcl$ for the purchase of the siren are forthcom3.ng~ it was
suggested that the City Clerk advertise for bids for this item.
Lloyd Shay appeared before the Council to comp~.ai.n about dogs. j

Ebersviller was asked for a report on the insuraneE policies. The Mayor then appointed Bill Palm a~ an extra man on the insurance committee;.
Letter eras read from the State Board of Health regarding attending the
eater Work€ and Sewage School. Motion was made by Ebersviller and seconded by
Leuthold that one man from the Water Plant and one from the Sewage Disposal
Plant be allowed to attend the three days and the Mayor t~o attend one day. Motion carried.

Bradley was asked for an opinion on the purchase of a big water meter. After much discussion, this matter was referred back to the water eommitte~.
fluff reported on the library sidewalk and step. This matter was ref-
~rr~d to the City Engineer.
Olson regort~d that them was budget for the repair of windows in the
City Fngineer~~ Office, the Police Department and the Fire D~partment~ and sug- gested that these be repaired at this time. Daley to check on this matter.
Ebersviller stated that the Seraage Disposal Plant would like to h~.ve
two storm windows at a cost of X10.75 far the two wi.ndoras. AZotion was made by
Ruff and seconded by Nave that this matter be referred to the sewer eammittee
with authority to act. Motion carried.
Motion was made by Ruff and seconded by Palm ghat i~ the lift station
has been repaired the City Clerk be authorized to r~Zease the money still being
held back and owing to Brake Hennc. Motion carried..
Question as to the schools ten inch water line was brought up again and referred again to the water committee.
Th€~re being no further business to comp before the Council at this
times motion was duly made and seconded that the meting be adjourned. Motion
carried.
