A regular m~!eting of the City Council of the City of I,aur~l~ Montan.a~ was
held ire the Council Chambers, and was e~.lled ~o order by Mayor John Beslar~witch~ at
7:30 o'clock, F. M., on Tuesday, April 2~ 1963.
Upon ~akin~ roll call, the following aldermen answered present:
Steve Romee Jacob Ruff Kenneth arson Gerald GasS
Cecil Nave Roy Edr~rards Harold Wilson Henry Kamer
The minutes of the previous meeting were read. Motion was made b~ Ruff and
~eeonded by Romee tha-~ the minutes b~! ~.pproved as read. Motion carried.
Lance Armstrong, duly elected member of the Senior Clays to the office of
Mayor w~.s introduced by Mayor Beslanwitch, and asked to introduce his City officials,
both:.elected and appointed.
Joe Nicholas appeared before the Council to state t~.at one of the p~unps i~
in need of replacing at the Water Flant. After discus~ian, motion wag made by R~f'f
and seconded by Gays that this piece of equipment be placed on the 1963-1961. budget.
Motion carried.
Eddie E3ert Leuthold and William S. Palm were introdue~d a~ being two of the successful new candidates for alderman.
A Mr. Cherry appeared bEfore the Council to state th~.t h~ was raisin; pigeons
and asked whither or not there was regulation against this. City attorney stated
that our ordinance did not cover pigeons.
Letter was read from the Law En~arcement Aeademy~ accepting the application
of the City of Laurel for Baillet to attend this Police School.
Letter from the School District regarding their probl~.m of getting water
for irrigation was read. The Mayor referred th~:s letter to the water committee for
recommendation.
Reports of the Patrolmen were presented for app~aval. Motion was made by
Olson a.nd ~ecanded b~ Ruff that phis report b~ approved. Motion carried.
Report of the Police Judge was presented for approval. Motion was made by
Kaiser and seconded by Romee that tY~is report be approved. Motion carried.
Library report was ~resen~ed for approval. lotion was ~~,de by A,uff and
seconded by Romee that this report b~± approved. Motion carried.

Motion was made by Ruff, and seconded by Gays that the elatm~ b~ approved
with the ~xc~ption of the claim to Drake Henne which is awaiting an affidavit. Motion
carried.
Bill for ~10.~4 from Yellowstone ~l~ctric regarding a repair at the ~ewa,~e Disposal Plant was discussed. A fuse kept blowing out at the Plant, and it was dis-
cover~d that a d~f~ctive plug on thy; refrigerator of Dewey Nunn was responsible.
This bill was turned over to the finance committee for action as to whether Nunn or
the City is responsible for this bill.
Edwards stated that he had h~.d several complaints that the ch~.ff from the
Oceid~nt Elevator was causing slot of dirty and blowing into the stores. This matter
was turned over to the Police commit~~e.
Edwards stated that he would like the permission of the Council to adv~rtis~
for bids for a new police ear. Ruff asked if the specifications would permit all
dealers to bid on this car. Payment to be made for this ear on July 1, 1963. Mot~.on
way made by Edwards and ~eeonded by Olson that the City advertise for these bids.
Motion Carried.
Chief of Poliee, Gaston, requ~~ted that during the ~ouri~t season,, the time
fors.sweeping the streets be before ~ o'clock A. M.. Referred ~Ga the City Engineer.
Discussifln as to the cost of ~l~i~.00 per shift charged by Armco.
Nave reported certain vacant hou~~s with basement windows broken acid the basements having water in theme and even dead~eat~. It was thought that the City
could put a few boards over these wind~r~ to prevent some children from falling into
theme.
Minutes of the City Council of Laurel
Gasp inquired regarding the ditch. City Attorney stated that to datE,
the City has always refu nd to participate in cleaning the ditch. It way the opini~.on of the Council that it should be the obligation of the Italian Duch Co.
City Attorney reported on the Refunding Bond Plan. He suggested that we
write ~o Kalman and Company asking for the same sort of arrangement this company
had made with the City of Helena Montana. Motion was ~~.de by Ruff and seconded by
Olson that the City Clerk and City Attorney write this letter. Motion carried.
The City Attorney stated that the State Legi~lattare had discussed changes
in certain sa,larie~ of City officials. He suggested that the Secretarial allowane~
of Judge Sterrett be discontinued and that he be paid, X1,500.00 per year as a
salary. An C}rdinanc~ is ~o be dram up and passed at the next meting as an emer-
gency mea.~ure~ with the di~~'erenee in pay to take effect July l,~ 1963. Motion was
made to this effect by Ruff and seconded by Olson.. Motion carried.
TherE being no further business to come before the Council at this time,
motion wass duly made and seconded that the meeting be adjourned, and turned over to
the el~ete~ and appointed City Officials from the School. Motion carried.
