Gass ~ Kenneth 0~ son Eddie Leuthold Cecil nTave Wm. Pa~.m The minutes of the previous meting were read. Motion was made by ~dwaxds and sect~nded by Olson that the minutes be approved as read.. Motion .carried. Copy of a letter was read from the Zoning Board of Adjustment ~.s follow s May 8, 1963 Minton Anderson ~0? Ord .~~v~. T~atare~., Montana Dear Mr. Ander. scrr~ Your request to construct a commers;ial. building on lots 8, 9, and 10 of Block 2Q, Zaurel Heights Subdivision was considered at the ?'oning Board of Adjustment's meeting or? May 1963. The Zoning Board of Adjustment approved a variance to the restrictions on R-2 r. esidentia1_ ~o the extent of pErmitting the above lots to be 11wEC~ f01" a restaurant. This variance in zoning should permit you tc~ proceed with 1-,he construction of the bui3.ds.r~g as you have p1.an~ed. You mad obtain the necessas'y building permit at the City Engineer's office. P2~T letter to you dated M~v 8, 1963 was in error in 5ayinb the Board had approved a change in the Zoning classification. The intent r~£ the Board has been to approve a variance tc the zoning regal ations which was considered to b~ reasonable and not contrary to the intent of the ~rdir~ance. At this t3.me Eng~bregson presented ~~h.e City Clerk with a copy pf f°dbjec'tions of Protestants". Mr. John ~ael~nan was called ~.pon as Civil Defense Director to give a report. This report included statements that the bounty will pay one-fourth of the cost of the Gi~~il De~en.~e Froj~ct, the City is obl.igate~ tc~ pay one-fourth, axed the Federa? Goverr~m~rt will pay nne half. Included irx the c~s~ wouZc~ be salary fc~r ~jr. Lac?~nan of ~3~0.00 per month :for three months. The A~ayor sug~~sted that the C:~_ty budget far two mills to be set aside for this project, and that the City ~:evy~ ~hi~~~half mi11 fc~~° the 1963-~.961~ t~.x year. Seconded by Qlson, with ~t~pulation that the gas and oil be taken out of the Riverside Park Fund. Motion carried. Ruff repor~ed that the Wat~:r Committ~:~ had. met r~~ga~~.ing ~.rrigation rats. He stated that the School and the Refinery wou3.~ dike to. have a flat rate. The Corrrmit~~~ suggested that ZO¢ per TOQ sq. feet bps charged for irrigation, i_f_, ho~J~~,r~r9 the p7_ace~ with over 15,0~~ sq. feet pad for making a s~parat~ w~.ter tap t~ k~e used only for irrigation. City Fngi- neer stated that. he had been asked ~o order a meter' but that he had not done so, since tFr~ other sehool5 have not yet paid for the ones their have. Council direcved the City Engineer not to order the meter unt?1 these bills have been laid. City Clerk tc~ try t~ collect the insurance yet du~~~: from the Rifle Club. City Engineer stated that he would like to have a Committee appointed to inspect the new Sewage Disposal Plant with regard to making a final inspection.. The Mayar t,ren appointed the Sewer Corr~nittee. City Engineer reported on the water tlzrn-off sitrzation. He recommended that the Council make a sta~dy of this with the idea of putting responsibility for the U~-,ility~ bills in the hands of the property owner, -i.f there are more than one d?sn11i n~; on one tap w3_th no possibility of shutting off the water for non-payment of the bi~.~.. Motion was thin made by F'bersviller that the property owner be given a. th~t~'-day notice te9 get ~;ach place ~n a ser~arat~ water taps or to give u~ notice that 'they will assume the bill. Seconded by Olson. Mation caxried. Du~cussion of checking the Harold Van Nice property if the exchange student ha.s ~~ne, and see that the water is SY~ut off. City Engineer asked permission tc~ make a test strip of about two blocks i~ the v~_cinity of the High School. After discussion, motion was made by ~bers- vill~r that the City Erabin~er be authori~.ed to get costs on this ttao-block strip. ~~conded by Ruff. Motion carried. Ru~'P asked that all aldermen would look over the building ordinance re- garding foundation~~ T'~~rn being no further bu~~ ness to come before th,e Coun~;il at this time, mo-~ion was duly made and seconded that the meting be adjourned.
