February 1963
regular meeting of the City Council of the City of Laurel, Mont~.na,
was held in the Council Chambers and was called to order by Mayor John Beslan- witch at 7:3~ o'clock, P. M., on Tuesday, February 5, 1963,
Upon taking roll call, the following aldermen answered present:
Jacob fluff Steve Romee Harold Wilson Gerald L. Gass
Henry Kaiser Cecil E. Nave Roy Edwards
the minutes of the previous meeting ware read.. Motion way made by
Ruff and seconded by ~aqe that the minutes be approved as read. Motion carried.
Certain reports of the City of Laurel were presented for approval a~
follows: Library Report, Treasurer's Report, -and Cash Report. Motion was made
by Romee and seconded by Nave that these reports be approved. Motion carried.
Report of the Po],i.ce Judge was presented for apprflval. Mcation eras
made by Edwards and seconded by Wilson that this report be approved. Motion
carried.

RESOLUTION Atf7. 1229, BEING A RE50LUTIQN TRANS~'ERRIRTG CERTAIN FUNS
OF THE CITY QF LAUREL, MpNTA~FA, was presented. Motion was made by Ruff and
seconded by Kamer that this resolution be passed and adopted. Upon taking roll
call vote, all aldermen present voted ~~Aye", and s~.id resolution was declared
passed and adopted.
Request of Tommy Frank to rent Riverside Hall for a wedding dance on the night of March 23rd, 1963. The date being opens motion was made by Ruff
and seconded by Romee that request be granted. Motion carried.
Claims for the month of January were presented for payment as follows:

Motion was made by Ruff and second~:d by Kaiser that the claims be allow
ed. Motion carried.
Leiter from Thomas Deckert asking that someone b~ appointed to serve on
the Civil Defense program was presented. Mayor Beslanwitch asked the Council's
approval of John W. Lackman to serve in this capacity. Motion was made by Ruff and seconded by Romee that the appointment be approved. Nation carried.
In the absence of Chairman Olson, Alderman Ruff was askEd to report on
several subjects. Ruff reported tha.~ he had had a ~ee~ing with the men, and
stated that the men did not desire to make a change in their insurance program
at this time.
RufF reported on the matter of a raise for City Treasurer, John Edg-
mond. He stated that a raise would be considered, howerver, that a pay sched~3e
for inexperienced, incoming treasurers would have to be set gip, nod only to
protect the Treasurers but the City as we11, as an inexperienced individual
places an additional burden on the other office employees.
Ruff also reported on several matters mf dissatisfaction among the
City Employees, as follows:
1. Employees complained that the Council had agreed to put the relief
jobs at the Water Plant, Sewage Disposal Plant, and Police Department up for
bids, but that this had not been done. City Engineer reported on this also.
2. Em~Ioy~es complained that the Gounca.l had agreed at one time to
draw up an agreement between the City and henry Strecker and they would like
something done about this. City Engineer reported on this.
3. Employees eornpla3ned that new and temporary employees were getting
some overt3.me, ar~d the City L'~,ployees were not getting ,a chance at it. Ruff
stated that the 3.ntention is ttc» stay away Prim overtime as much as possible, but that if there is overtime to be paa.d, it should be paid to the regular ~m-
ployees rather than the temporary man. City engineer reported on this situation.
City Engineer also wants a definite sign as to a relief man for tk~e Sewage Disposal
Plant.
4. As there was no action taken at the last meeting rEgarding the
City Engineer's request for a raise for Carl Manweiler from 1.96 to 2.].l per hour effective January 26, 196. Motion made to phis effect by R~~f, and seconded
by Gass. Motion Carried.
5. The employees objected to hiring men who lived outside the city
liir?3.ts. It was the decision of the council that this .not be donee if it is at
a3I possible to avoid it.
Alderman Wilson stated that he thought everythinb should be in writin~~
and not verbal agreements.
Ruff asked that when there was a little let-up in the work schedule that
the machinery be put in working condition to be ready for the spring work. Gity
engineer reported on this.
Ruff asl~ed whether or not there was a map showing all the water mains.
This matter concerning insurance rates.
Mayor Beslanw~tch brought up the subject of attendance at the Governor's
Prayer Breakfast. I3e stated that as Ruff was a member of the State i~egislative
Can~nittee, he should be the one to attend. After discussion, motion was made by
Kaiser and seconded ley Romee that fluff be authorized to attend this breakfast,
and spend a day or two in Helena. Motion carried.
The ditch problem of fir. Fox was brought up. Renting a drag line was
discussed. The Ma~ror then appointed Ruff and Bentsen to investigate the cost
of this operation, and if funds are available, to be liven the authority to act.

Motion was made by Nave and seconded by Wilson to tha.s effect. Motion carried.
There being no further business to come before the Council at this
sessian, motion was duly made and seconded that the meeting be adjourned. lotion
carried.
