MINUTES OF THE CITY COUNCIL OF LAUREL
December 28, 2021
A regular meeting of the City Council of the City of Laurel, Montana, was held in the
Council Chambers and called to order by Mayor Emelie Eaton at 6:30 p.m. on December 28, 2021.

Mayor Eaton led the Pledge of Allegiance to the American flag.
Mayor Eaton asked the Council to observe a moment of silence.
MINUTES:
Motion by Council Member Sparks to approve the minutes of the regular meeting of
December 14, 2021, as presented, seconded by Council Member McGee. There was no public
comment or council discussion. A vote was taken on the motion. All seven council members present
voted aye. Motion carried 7-0.
CORRESPONDENCE:
• Ambulance Monthly Report —November 2021.
COUNCIL DISCLOSURE OF EX PARTE COMMUNICATIONS: None.
PUBLIC HEARING: None.
CONSENT ITEMS:
• Claims entered through December 23, 2021.
A complete listing of the claims and their amounts is on file in the Clerk/Treasurer's Office.
• Approval of Payroll Register for PPE 12/12/2021 totaling $194,756.58.
The Mayor asked if there was any separation of consent items. There was none.
Motion by Council Member McGee to approve the consent items as presented, seconded by
Council Member Wilke. There was no public comment or council discussion. A vote was taken on
the motion. All seven council members present voted aye. Motion carried 7-0.
CEREMONIAL CALENDAR:
• Swearing -In of Judge Kerr.
Mayor Eaton swore in Judge Kerr and Council Member Klose.
REPORTS OF BOARDS AND COMMISSIONS:
• Budget/Finance Committee Minutes of December 14, 2021.

SCHEDULED MATTERS:
• Ward 4 Appointment
Motion by Council Member Wilke to nominate Bill Mountsier to fill the remainder of the
term, seconded by Council Member Klose.
Motion by Council Member McGee to nominate Barb Emineth to fill the remainder of the
term, seconded by Council Member McGee.
Motion by Council Member McGee to nominate Lorinda Mayer to fill the remainder of the
term, seconded by Council Member Sparks.
There was no public comment or council discussion. A ballot vote was taken on the motion.
Four Council Members voted for Bill Mountsier, and three Council Members voted for Barb
Emineth. Motion to appoint Bill Mountsier carried 4-3.
Mayor Eaton swore in Bill Mountsier as the Ward 4 Council Member.
• Resolution No. R21-130: A Resolution Awarding The Bid And Authorizing The Mayor
To Sign An Agreement With SWS Equipment, LLC For The Purchase Of A Roll Off
Container Truck For The City Of Laurel's Public Works Department.
Motion by Council Member Herr to approve Resolution No. R21-130, seconded by Council
Member Wilke. There was no public comment or council discussion. A vote was taken on the
motion. All seven council members present voted aye. Motion carried 7-0.
• Resolution No. R21-131: A Resolution Awarding The Bid And Authorizing The Mayor
To Sign An Agreement With Titan Machinery For The Purchase Of A New Jet Rodder
For The City Of Laurel's Public Works Department.
Motion by Council Member Wilke to approve Resolution No. R21-131, seconded by Council
Member Klose. There was no public comment or council discussion. A vote was taken on the
' motion. All seven council members present voted aye. Motion carried 7-0.
• Resolution No. R21-132: A Resolution Of The City Council Approving A Task Order
Between The City Of Laurel And KLJ Engineering Inc. Authorizing The Preparation
Of A Downtown Parking Study For The City Of Laurel.
Motion by Council Member Klose to approve Resolution No. R21-132, seconded by Council
Member Wilke. There was no public comment or council discussion. A vote was taken on the
motion. All seven council members present voted aye. Motion carried 7-0.
Resolution No. R21-133: A Resolution Approving Amendment No. 1 To The Previously
Approved Task Order Authorizing Kadrmas, Lee & Jackson, Inc. To Provide
Additional Services For The City Of Laurel's South Side Stormwater Study.
Motion by Council Member Stokes to approve Resolution No. R21-133, seconded by
Council Member Wilke. There was no public comment or council discussion. A vote was taken on
the motion. All seven council members present voted aye. Motion carried 7-0.
• Resolution No. R21-134: A Resolution Of The City Council Authorizing The Mayor To
Sign An Amendment To The Agreement With Community Development Solutions For
Software And Related Services For The Public Works And Building Departments.
' Motion by Council Member Sparks to approve Resolution No. R21-134, seconded by
Council Member McGee. There was no public comment or council discussion. A vote was taken on
the motion. All seven council members present voted aye. Motion carried 7-0.
ITEMS REMOVED FROM THE CONSENT AGENDA: None.
COMMUNITY ANNOUNCEMENTS (ONE -MINUTE LIMIT): None.

COUNCIL DISCUSSION:
Council thanked Council Member McGee for his years of service. Various Council Members noted
the things they had learned throughout the years.
Council wished everyone a Happy New Year.
Council thanked all three people who put their names in to fill the Ward 4 vacancy. Council
encouraged these people to put their names on the ballot for the next election. Council also noted
that there are various Boards/Committees/Commissions with vacancies.
Council Member McGee stated he had spent the past 10.5 years on Council. He has been honored to
serve on Council. He will still be involved with the City as he is still a reserve officer, and he plans
to sit on a committee.
MAYOR UPDATES:
City Hall will be closed Friday, December 31, 2021.
On January 0, the meeting will be opened by Mayor Eaton, and the baton will be handed off to
Mayor -Elect Waggoner. Council Member Eaton will be sworn back into her seat at this time. On
January 11th Council will select Council President and Vice President. During the Workshop on
January 4'n• Council President Eaton will recommend the Mayor, who will announce what those
appointments are on January l Ph
UNSCHEDULED MATTERS: None.
ADJOURNMENT:
Motion by Council Member McGee to adjourn the council meeting, seconded by Council
Member Wilke. There was no public comment or council discussion. A vote was taken on the
motion. All seven council members present voted aye. Motion carried 7-0.
' There being no further business to come before the Council at this time, the meeting was adjourned
at 7:00 p.m.
