A regular meeting of the City Counc37. of the City of Laurel
Mor~t~,na~ was held in the Cotancil Chambers and was called to order by
Mror Beslanwitch at 7:30 o~clock P. M.~ on TuESday, April 21, 3.9b1~.

The minutes of the previous meeting were read. It w~.s diseuss~d
that the minutes of April 7~ 19~t~ be amended to read3 "The City to pay its
proportionate share" instead of "The City to pay apprax3.mate~.y half"'. With this correction motion was made b~ Ruff and seconded by Ebersviller that the
m3.nu~es be approved. Motion carried.
This being the time and place for openn~ the bids for tr~site
pipes the City C1Qrk was instructed to open the bids in the order of their
appearance as follows:

The Mayor then ca].l.ed a fifteen minute recess for the purpose of the the Council considering these bids. Upon re-convening the meetings Alderman
Ruff reported that the comm3.ttee would recommend accepting the lowest bid of
Grinnell Company. Motion was made to this effect by Ebers~.ller, and seconded
by Gass that the recommendation of the committee ba accepted. Motion carried.
Mr. Raymond Cherry appeared before the Council and presented the following p~titivn, signed by his neighbors, stating that there way no ab-
jection to his keeping of pigeons:

He asked that this matter be turned over to the committee for consideration
before the amendment to the Ordinance outlawing pigeons is finally adopted.
This matter was then referred to the Aldermen from the Fourth Ward, ar~d the
entire Council asked to inspect this situation.
The Health Officers report for the month of Mareh was preseMted.
Motion was made by Ruff and seconded by Qlson that this report be approved.
Motion carried. The question was ra:i~ed about whither or not a competent
person was inspecting the business establishments or not. This matter was
turned over to City .~t=corney for investigation.
Request from Mrs. Zenna Peterson for tae use of Ftivarside Ha11 on
June 13th for a wedding reception was pr°esent~d. Mo~aion was made by Pal, m
and seconded by Olson that the request be granted. Motion carried,
Request to remit Riverside Hall for a Public Dance was presented. Motion was made by Ruff and seconded lay Palm that this requeU~ be denied,
and that in the future ~.ny persons other than 1.oca1 re5iderz~ts be asked to appear
before the Council with their request. Motion carried.

Cash and cash items as shovm in the body of this report were ver3.fied by direct
inspection. Bank balances ~rere zrerified by correspondence with the d~;pository banks. Funds on deposit in the depository banks were amply protected by pledged
securities supported by custodian receipts, and by guarantee of the Federal
Deposit Insurance ~orparation.
Investments were verified by direct examina~ian and proper authorization for
these investments ham been. given through mm~.nute entry by the Council.
Claims were examined and appear to be in good orders properly itemized, signed
and approved.

In regard to the levy of one mill for Civil Defense, we find nothing in the
Statutes allowing such a levy. Expenditures for Civil Defense should be made from the General Fund. It is our opinion that the budget should have been
included in the General Fund Levy.

We rzcammend that the City Treasurer set up and maintain accounting of all
lows made ~'om the SID Revplving Fund to the SID Districts. 'r)henever money
is available in the SID F~zazd, it should b~ transferred by order of the City
Council to the Devolving Fund, see Section 11-2272, R.C.Ni. 19 .7.
We find that part of the annual sick leave records are being maintained by~o the Secretary of the City Engineer and the other part by the City Clerk.

It has been brought to our attention, from the recent examination made of the
affairs of the City of Laurel, that a mon~hZy payment is made for car rental
to each council member,
This department is not taking exception to sum payments at this times assum- .
ink that each council member is using his car. 'TYie Attorney Generaa pointed
out in a letter to me that such rentals could not be considered as an unlawful
increase in compensations but further stated "This assumes, of courses that the
City officials receiving this rental are actually using; their carp on City
business."
If the City o~fiaials are not using their ears, as regt~red, these claims are
considered a~ fraudulent claims and the City Attorney should See that proper
action is taken against such officials.
I am tru~t3ng 'Ghat the City Council is requiring the necessary proofs in order
that such claims are legally paid.

Claim of Harry Perrigo on the Airport fbr work done to make a master
plan for future use of the Airport was presented and e~cplained by Gass, a
member of the Airport commission„ It was suggested that Alderman Gass bring a
copy of the plan for the council to see at the next meeting.
Russell Barr appeared before the ~ottn~il to ask about a building site
which has been held up for a long period of time since it did not conform to our
existing build3.ng ordinance. The Engineer statad that h~ had inspected this
foundation in question, and ~rould recommend ghat this ordinance be amended if
necessary by the addition of this type of foundation. He stated that in some cases this type of founciatior~ i~ better than the speci.fieation~ set up in the
building code. Palm staffed that he would like to have a comn~itt~e look into
this ordinance. Motion was made by Nave and seconded by Falm that a committee
be appointed. The Mayor then appoint~;d Ebersviller, Leuthold, and Olson to this
committee.
Discussion on Garbage pick up. Nave stated that the corrunit~ee rec- ommended that there be three min on the Garbage trunk, ever~r day, and that all
garbage and trash be picked up once each week. Motion was made by Ebersviller
and seconded by Ruff that the committee's report be aec~pted. Motion carried.
The Mayor reported that Mrs. John Bennett would like to bring her property into the City limits, and appointed a committee to look into this
matter. The Mayor then appointed Palm, Ruff and Edwards to investigate and
report at the next meeting.
Olson and Leuthold reported on the Sprinkling petition in the Third
Ward. Leuthold says that he has signatures now ~.th not all persons yet being contacted. Palm reported that he has requested petitions for Elm and
Date Avenues.
City Eng3.ne~r was asked to report ox~ the 8th Avenue water line.
The Mayor appointed the finance eomrnittee a~ a budget committee for the coming fiscal. year,
Ebersv3.ller reported on the house that was mcaved in on eighth avenue.
City Engineer stated that this house was to be remodeled.
Olson reported that the labor committee would recommend that the City Engineer be given a ~2~.~J0 rare retroactive to ~tiril 1~ i96l~, anti another
`~25.~0 rai~~ effective July 1, 196}x. Motion was then made by Leuthold end
seconded by Palm that the recommendation of the committee be accepted. Motion
carried.
Alderman Gass reported that the city has the chemical needed for even
batter water, but recommended that the City purchase an automatic feeder at a
cost of X172.00. lotion way made by Ebersv3.ller and seconded by Qlson that this
item be purchased. Motion carried. This item can be paid for out of next year's budget.,
Nothing further as yet reported on the new water line easement problem .
Ruff reported on the Sweeping District.
Ruff reported on streets a_nd alleys regarding ohs 1(~ license fees.
Request for a new lawn mower for the Swage Disposal Plant. Motion
was made by Muff-and seconded by ~b~rsviller to refer this matter to the Sewer
Y:OTf1T11~'F,tPE and the City Engineer, with authority to a.ct. Motion carried.
There being no further business to come before the council at #~his
sessions motion was duly made and seconded that the meeting be adjourned. Motion
carried.
