Minutes of the City Council of Laurel
April 7, 1964
A regular meeting of the City Council of the City of
Laurel, Montana, was held `in the Council Chambers, and was cal-
led to order by Mayor John Beslanwitch at ?:30 o'clock, P. M.,
on Tuesday, April 7, 1964.
Upon taking roll call, the following aldermen answered
present:
Jacob Ruff E. H. Ebersviller Cecil Nave G. L. Gass
Kenneth Olson Will~.am J. Palm Ed Leuthold Roy Edwards
The minutes of the previous regular meeting of March
17th were regd. lotion was made by Ruff and seconded by Nave
that the minutes be approved as read. Motion carried.
The minutes of the previous special meeting of April
1st were read, Motion was made by Palm and seconded by Gass that
the minutes be appra~ved as read. Motion carried.
RESOLUTION N0. 1249
RESOLUTION NO. 1249, BEING A RE50LUTION TRANSFERRING
CERTAIN FUNDS OF THE CITY OF LAUREL VAS PRESENZ'~D. Motion was
made and seconded that this resolution be passed and adopted.
Upon taking roll call vote, all aldermen present voted "Aye" and
said resolution was declared passed and adopted.
RESOLUTION NO. 1250
RESOLUTION NO. 1250, BEING A RESOLUTION DECLARING THAT
AN EMEKGENCY EXISTS REQUIRING ADDITIONAL EXPENDITURES IN THE WA fit,`
REPLACEMENT FUND, was presented.. Motion was made by Ruff and sec-
onded by Ebersviller that this resolution be passed and adopted. Upon taking roll call vote, all aldermen present voted "Aye" and
said Resolution was declared passed and adopted.
Discussion on the purchase of 3,000 feet of water pipe.
City Engineer introduced a representative of Johns-Manville Cor-
poration who; stated that there would be no carrying charge on the purchase prise of this pipe, if gu~~hased from his company. He
stated that the City could plan on from 90 days to 120 days credit
at no carrying charge.
Request from Max Byfuglin for the use of Riverside hall
for a public dance April 11th was referred to the City Clerk. Mo-
tion was made by Ruff and seconded by Palm that the City Clerk use her own judgment and rent the hall or nod as she sees fit. Motion
carried .
Letters from the Volunteer Fire Department were read as
follows:

As of this date, March 1, 1964, I have completed 20 years with the

retirement-from the department and be placed on the pension list
of the department as provided in the by-laws of the department.
I joined the department on June 2, 1943 and have attended two-
thirds of the fires and meetings durimg my 20 years on the depart- ment and feel-that I am qualified to retire and receive the bene-
fits of the department.

Gentlemen:
Enclosed find the resignation of Frank Hartley and Joe
Larson from the fire department, both have served over twenty
years and wish to retire from the department effective Asa,rch 31,
1964.
For your records, Richard Black was elected to replace
Frank Hartley as Sec'y of the Relief Ass n, and Ken Olson to re-
place Joe Larson as Sec'y-Treas. of the department.
Frank and X both wish to express our appreciation for
the splendid cooperation the Mayor and Council has given the de-
partment during our twenty years of service.

Motion was made by Olson and seconded by Ebersviller that the
letters of resignation be accepted. Motion carried.
Letter was read from the Volunteer Fire Department re- questing permission to put on a fireworks display on the Fourth of
July again this year. Motion was made by Palm and seconded by
Leuthold that permission be granted. Motion carried,
Letters of request from the Yellowstone Bank and the Sup-
erintendent of Banks for the legal release of certain pledged sec-
urities were presented and read. ~dotion was made by Ebersviller and seconded by duff that these securities be released. Motion
carried.
Thank you card was read from Frances Fisher, and ordered
placed on file,
ORDINANCE NO. 566
ORDINANCE NO. 566, BEING AN ORDINANCT AMENDING CERTAIN
SECTIONS OF ORDINANCE NO. 557. TD PERMIT SIDEWALK DIS~Li~v~ of ~tt_
CHANDISE ON SPECIAL OCCASIONS, was presented and read. lotion was
made by Nave and seconded by Palm that this amendment be approved.
Upon taking roll call vote, all aldermen present voted "Aye'' and
said Ordinance was declared passed and adopted.
Certain reports of the City of Laurel were presented for approval, as follows: Library report, Cash report, City Treasurer's
report. Motion was made by Ebersviller and seconded by Olson that
these reports be approved, Motion carried.
Reports of the patrolmen were presented. Motion was made by Olson and seconded by Nave that these reports be approved. lotion
carried.
Report of the Police Judge was presented. Motion was made
by Olson and seconded by Nave that this report be approved. lotion
carried.

Ruff questioned one claim on the Airport signed by Harry Perrigo
which had been changed from a total of $100.00 to $23?.00. After
discussion, this claim was turned over to Gerry Gass, a member of
the Airport CoYnmission for investigation, after which motion was
then wade by Ruff and seconded by Ebersviller that the claims be
allowed. lotion carried.
Ruff stated that certain claims were not being charged
to the correct funds, and urged the heads of all departments to
watch this very closely.
Ebersviller reported that the insurance committee would
like to recommend that the City accept the joint bid of the Harris
Agency and the William's Agenc=y. This bid includes $100.00 deduc-
tible for wind and hail. Motion was made by Ruff and seconded by
Gass that the recommendation of the insurance committee be accepted.

Minutes of the City Council of Laurel
The Mayor reported that he had heard from the N. P, on the proposition for the sprinkling system, and the fact that the
Garden Clubs wanted to plant flower's. He stated that the railroad
would like to have more information. The Mayor stated that he
would like to suggest that the Railroad furnish the material, and
the City take care of the installation, and furnish the water.
After discussion, motion was made by Ruff and seconded by Ebers- viller that if the railroad would go along with the purchase of
materials, that we go ahead with this project. Motion carried,
Olson reported that the Police Committee had met with
the policemen and stated that they would like to have radar control
in Laurel. The Highway Patrol Office would come to Laurel with a
radar unit and give a demonstration. Signs would be needed at all entrances to the City stating that the City has radar control, and
that the speed limit will be strictly eu~orced. After much dis-
cussion motion was made by Ruff and seconded by Ebersviller that the
Police Committee be authorized to investigate the cost of radar con-
trol signs. Motion carried.
Olson stated that he would report fully at the next meet-
ing regarding Gerke going to the Police Academy, after he found out
how many days he would have to have a relief man.
Olson reported that Gaston owned a two-way police radio,
and that it could be installed for approximately $15.00. After
discussion, motion was made by Ruff and seconded by Gass that the City pay for the installation of this two-way radio in Gaston's
personal car. Motion carried.
Alderman Olson, Chairman of the Labor Committee, re-
ported that the committee had agreed unanimously to discuss more
fully a ra re for the City Engineer, and to report back at the next meeting.
It was reported that part of our Park is not in the City
Limits, so that the City cannot force the School to come in to the
City.
Nave reported that Sam Ehrlich's yard was in a bad con- dition. It has been reported that Sam is stopping the Garbage
truck at his home too much. After discussion, the City Engineer
was instructed to inform Sam Ehrlich that he must clean up his
back yard, or the City Council will take some action.
Nave also reported that a Dgr. Cherry still had his pigeons. Bradley stated that our ordinance does not prohibit
pigeons, but that it could be amended to include them. In this
connection, motion was made by Nave and seconded by Ruff that Or-
dinance 557 be amended to outlaw pigeons, lotion carried.
In this connection, ordinance 567 was drawn up.

BEING AN ORDINANCE Al1~ENDING CHAPTER VI BY THE ADDITION
THERETO OF A REGULATION ON THE KEEPING OF PIGEONS WITHIN THE
CITY LIMITS OF THE CITY OF LAUREL, MONTANA, was presented and

aldermen present voted "Aye", and said ordinance was declared
passed and adopted.
Nave reported a hedge too close to the sidewalk, but
that the people were renting. The property belongs to Russell
Barr, and he should be informed that it must be cut back.
The West End Lumber Company, which property belongs to R. W. Bates needs cleaning up. Ken Hageman to be told that it
should be cleaned up since it is a fire hazard.
There was discussion about an area clean-up-week. The
Mayor talked on this. After much discussion, the ~Ia,yor turned the
matter back to the garbage committee to be reported on at the next meeting.
Leuthold reported very little opposition to the sprink-
ling district in the Third Ward.

Le~xthold stated that although there had been much dis-
cussion regarding the eye sores of the community, that there should possibly be a new approach. He suggested possibly through some of
the clubs and organizations in town.
Nave complained about the old wrecked cars on the Aianuel
Zahn property.
City Engineer was asked to report on an estimate on the
Eghth Avenue Water Line. He stated that he had come up with a
figure of about $5,000.00. .City to pay about one-halts or more of
the cost of this. After discussion, motion was made by fluff and
seconded by Palm that the City engineer be authorized to contact
certain persons as to whether or not they will pay cash for their
water line hydrant. If they will pay cash, the line should be~st- arted right away. Motion carried.
There being no further business to come before the Council
at this time, motion was duly made and seconded that the meeting be
adjourned. Motion carried.
