M., on Tuesday, February 18 ~ 196Lt. Upon taking ra11 eall~ the following aldermen answered pre~ent3 Jacmb Ruff E. H. Ebersv3.ll~r, Sr. Cecil Nave Bill Palm Rohr Edwards Ge~a1d L. Gass Kenneth Olson Ed L~~.thold Thy min~~es of the previous me~tin~ were read. Motion was made by Riff and seconded by Navy that the minutes be approved ~s read. Motion carried. Letter' wa.s read from the Chairman of the Airport +~ommi~sion, as follr~ws: "~.'h~ Airport commission respectfzal.ly reco~nends that Mr. Jake Stahl~y be appointed as the new Airport Manager succeeding the late Mr. W~„yne Willis." RFSOLUTION N0. 12lt8 R.~OLUTTdN N0. 12lt8, BEING A RESOI~UTIQN TRARTaFE`RRIN~ CERTAIN FUNDS OF ~ THE CITY OF LAURI~L, MORITANA, was presented. Motion was made by Olson and aec- onded by Ruff that this resolution b~ pissed acid adopted. Upon ta~Ci.ng roll call vote, all aldermen present noted "Aye", and said resolution was declared passed and adopted. Certain applications for ~rork were presented. Motion was made by Ruff and seconded b~ Ebersvi.ller that these applie~tion~ bs placed on file. Motion carried. Certain repc>rt~ of the Cit~r of Laurel were: pr~s~nt~d for approval as follows: Trea~urer~s report~~ Gl~rk's cash reports Budget and Rcv~nue report, Health Offiec~r~s report, Clerks Trial Balance. Nation was made by Ruff and seconded by 01son that th~s~ reports b~ appro~ad. Motion carried. Palm was asked to report on the committee meting held in conn~ctio~ with the purchase of an air-raid warxaing siren. H~ g~~t~d that the low bid from Jack~~ `ire equipment should be secept~d, grid made the motion to that effect. Seconded by R~ff~ and the motion carried. Eb~rsviller way asked for a report of the insurance committee. H~ stated that the ccnnmittee reeommend~d th~.~ the insUranc~ b~ advertised for bids for full value, ~~.C~f~ deductibles and $1.00.0 deductible, as soon as possible. Dave Power, t~airman of the laurel ~ent~nnial Committe~~ appeared before the Council to ask that the Co~mnit~e~ be appointed as a City Commission 6 in order to cover the week s activities during the a~~ebratinn. Bradley Stated that activities should be li~ted~ and after ~ueh discussion it wa$ decided to wait until all plans for the week are made. City Attorney was instructed to draw a propo$~d amendment to the por- tion of Ordinane~ ~5? ~hieh states that sidewal.~s could not be bloak~d. This ordinance to be amended ~o that the City Council can a11ow a~rtain sidewalk obstructions provided permission 3.s r~eeiaed from the ~.d.~aeent property. Motion was made by Ebersviil~r and seconded by Ruff that this ordinance b~ adopted. Upon taking ro11 call vote' all ald~:rmen pre- sent voted t~A~e~~ and said. ordinance was declared pa~~~d and adopted. Police ~ommitt~e was asked for a report on the hiring of a patrolman to take the place of Robert Baill~t. The Mayor reported that a~ the committee recommended one of two indiv~.duals that he would appoint Clinton Anderson to the fob. Motion wa.~ made by Nave and seconded by Gass that the appointment be approved, and that this be a probationary appointment for a six month period. Motion carried. Salary ;to bey $36 .00 for the first six month , with X25.00 raise after that time, ~,nd after the seconded six months, the salary to be ~}~].3.~Q. Motion was then made by Palm and seconded by Eb~rsviller that the salary seh~dule be approved. Motion carried. Minutes of the City Council of Laurel Motion vaas then made by ~1~on and seeonde~d by Ebersviller that the balance of the Polio applications be plac>~d en file in case we should need them main i~ a short mime. Olson reported that the Airport Commission would like to ptx~ a radio in the Police Stations so that the planes would have; contact with the City and their arrivals would b~ logged. If the Civil Aeronautics Com~i.ssion will a17.ow this, it will be at no cost to the City, but a decided eonvenienc~ for those using the airport. Motion w~.s made by Gays and seconded by' Olson that the City €~llow this radio to be in~ta7.led. Motion carried.. Nave me~tianed a paragraph in the Laurel Qu~look which reads, "The Seho01 District has recently been audited by the State ~xa~.in~r~s office. It was Mated the per;~on making the examination h~.s informed the district 3:~ weed not pay City Spedal A~~essments for Garbage, cUrbs~ 3ns~et contrml and other such items.~~ Mayor B~slanwitch then read a portio~i of a letter received of the State Examiner's office' which stakes that this statement is nat correct' and should be clarified in the next issue of the Laurel Outlook. Ruff stated that an individual who purchased property on Eighth Ave- n~.e intended to build a resid~nc~ there and as he is inside the pity Litni.t~, was insisting that the City Engin~~r begin to draw plans and specifications for this water line with the possibility of sitting up a Special Improvement Distrie~. This matter was turned over to the Water Committee and the ~C3.ty En- ginger. Ruff reported that the Garbage ~itua~ion is not satisfactory, and re~arnm~nded again using our sanitary land fill as soon as possible. Turned over to the Garbage Gomrnittee and the City Engineer. Pal.~n read a portion of a letter ask3.ng that the Mayor attend an Air Cade at Helena, Montana, in March. After discussion motion was made by ~'alm and seconded by Olson that the Mayor be authorized to attend this meetings and to be allo~refl one day's per diem and buy fare. Nation carried. Ruff reported on the situation involving the John Kelly water bill. He sated that Sam Tinnes had checked the meters spent four hours time, and found a faulty s~Gool in the trailer house. Tt was decided that th€~ Montana Power Company be directed to place an alley light near the station, at a eos~ of ~1.K8 per month.
