Motion carried, P~ T T T I d N W~, the undersigned property owners, heresy petition and consent that the City Council of the City o~ Laurel, Montana create an additional Sprinkling Distriet on Flm Avenue from Main Street to Seventh Street for the purpose of paving street shoulders from the 2 ~ center mat to th.~ existing curb with n~ces~ary grading thereto and dry agree that the approximate cost of the additional work will be not ~s~ eatceed ~29.1~ per lot, and caill ~ith~r be paid in cash by us or assessed against the property on the next tax assessment; and carrying 70,E of the signatures e~f the property ocaners involved, motion was made by Ruff and sec~ndc~d by Black that this petition be approved. Motion was made by Bradford and seconded by Gays that this petition b~ approved. Motion carried. The minutes of the Special Meeting were read. Bradford made the motion that the minutes be approved as read with the exception that the minutes show that the letter of indent was sent to Mayor Willard E. ~'ras~r and the City of Billings. Olson seconded the motion and motion car°r1ed. Certain reports were presented f_ar approval. Olson made the motion that the Library Report be accepted and Edwards s~cc~nd~d. Mot~.on carried. Olson made the motion that the Trcaszzrer~~ Report be accepted and Edwards seconded the motion. Motion carried. Edwards made the motion that the i~i~k Tnspection Report from the Health De~artm~nt be aecept~d ~.nd Olson seconded. Motion carried. A letter w~.s read from the Laurel City-County Planning Board r~qu~sting an allotment of ~25.~(' for Planning Board purposes. plson made the motion the Planning Board be budgeted the ~2~.~C~ and Yovetich seconded. Motion carried. Minutes of the City Council of Laurel A Titter was read from Mr. Charles A. Lynch, Director of the Aeronautics Cammission sating that Julg l~, 1966 is the deadline to make an application for ~'ed.eral aid to the airpert. Tom Bradley reported that our ~,pplica~ion has been submitted and a hearing 3.~ to be held on July 8, lg6b pertaining to this mat~Qr. It was decided to wait t4 hear from the out came of the h~:aring. Black made the motion that the Council accept the Montana Plumbing; Code, Ordinance No. ~7~. along Frith the ~Tatir~nal Elec~ricai Code, Ordinance No. ~"7~ with te:~porar;~ fae set at ~'.n0 for inspecticn. C~1.~eaz1 seconded the motion. roll calf vote was taken. and all the aldermen present answered 4p~.~E~~~ and said Ordinanee~ 57~ and ~7~ Taere declared passed and apprav~d. This is a pr~~~.a~i~nary measure for are e~'ficent op~r~ting plumbing system. A Clam way submitted by Ben Hilderm~.n r~qu~~t3.~~ a refund of X8.00 an hip g~.rrbag~ pick-up. City En~;ine~r reported that this service is available to Mr. ~Tildermaz~, and it is uxa tc~ him t~ fake advanta~,e of this ~erv~ce, and so in hip opinion, the refund ~c~~.ld n~~ be made. 01son made the motian that the c? ~,am be den~.ed, and. I?~ ~ta~te~ tt~a~ is was the recomm~ndati~n ai the comriittee that the situation be surveyed and the repair work be bud~~ted. After much discussian, the Council wa.s in a~;reemAnt t~ construct a temporary drain ~h.ich will empty into the culvert under the underpass. But since the underpass is the pr~per~,~r of the State ~Ii~:~.way Commission, John Daley was appointed to obtain permission from the Ri~~:way Commission to do the necessary worl~. The committee wi11 do fur~he~^ Taork on this project. The Mayor asked for naminati~n~ for President of the Council. Br~dfor~ reported that people were still dumping; at the old land-fill, and. suggested baracade set up t,o prevent, people from doing ~o. Tha.s matter was turned over to the Cit;~ Engineer. Bradfarc~ also repar~t~c1 on the Civil DAfense dinner i~eetin~ that was held at tt2~ ~3illings Airport on June 9, 1966. He found th.~; meeti:ng to be v~:ry interesting. Edwards repox~~ed ,rat C~ si.tes had been located for the fail-aut shelters and all sites had begin approved b~ the bounty Commissioner. Edwards also reported than he and the corr~~nittee had. inspected the flaoding problem at Kiwanis Park and that land fill, ~r~.veZ, storan drains and culverts were needed to prevent this problem. Pete Thompson eras given the inepl psping from tree Water Department to do this wnrgs and the remaining wont will be done at very ~.it~le post. Minutes of the City Council of Laurel Yove~3ch reported ghat h~ had several complaints from the pub~.ie Qn add.itie~nal taxiat~ion from tn~ airport. It was clarified, however, that the~~ will ~e no additional taxiation on the people because of the airport. ~ovetivh also reported that the mail boxes on 6th Avenue are cemented into the ~id~walk and ~.r~ violating the ordinance by being there. He stated that a child had alr@ady been. hur-~ because o£ tfie mail boxes. The Postmaster added that these are temporary boxes and that by being in the sidewalk i~ the onlp way the residents in this area have of receiving mail. The mater was turned over to Toni Bradley, and Louis Yovetieh to wflrk with. the Postmaster on this matter. Yavetich stated that he had complaints that the garbage men were not putting the lids on this cans after the garbage was ~mptiec3. Mack repo~~ed that this matter had come up before the Council before, and i~t wa.s decided that the mason the lids were ~e~t off the ean~ was so they could air out. Black reported that the paving on 7th Street was a trial blacktop fob and the tra.f.fic an phis street had made holes in the street. This matter was referred to the Street Comrr??ittee. Bradford reported that the parking lot on Nutting Park hid been repaired and ver~r satisfactorily. The lease with the Junior Chamber of Commerce; was presented for approval. Howe~rer, the Cfluncil su~,gested sev~sr~.l changes. The following paragraph is to read: PARTY OF THE SECOND PART further agrees that all public dances ~ai11 b~: policed by two public uniformeel office,:s o£ the law. The second party also agrees to notify the Police Station of arty public dances to b~ policed within three days of the date of the dane~. There being no further business to came before the Council at this time, motion was duly made and seconded that the meeting be adjourned. Motion carri~:d.
