A regular meeti~ of the Cit3~ Council of the City o~ Laurel, Montana,
was held in th~? Council Ch~.mbers and was called to order by Mayor John Beslanwteh~
a~ 7:30 o~eloek, P.M., on Tuesday, Nay 17, 196E.
Upon faking roll call, the follcswing aldermen answered pres~ntr
Kenneth Olson ~rald L. Gass Roy Edwards Don Bradford
Walter Parker Richard A. Black Louis Yovetieh
The minutes of the previous meeting wire read. Motion was made by
Parker and seconded by Olson that these minutes be approved as read. Motion
carr i~d .
Thy Mayor thin called upon the Mayor el~eted from High School s~ud~nt~
and asked that he introduce the other city o~fie3als. the Mayor than introduced himself, the aldermen, the city clerk, city engineer, city attorney and the
members of the press present.
This being the time and place advert3.~ed for the opening of bids on the
used cubic yard street sweepers the City Clerk was instructed to open and read all bids received, which ryas done a~ follows:
~~IEEPER SPECIFICATIONS
STREET SWEEPER to be furnished under phis contract shall b~ used, but
not older than 1961 models. It shall be of four yard capacity.
St sha11 have a cab equipped with doors containing roll up type glass
windows.
It shall be equipped with large gutter broom mounted ahead of all
wheels.
It shall be equipped with a rubber elevator chain of the sweep type
rather than a conveyer belt.
This bid must contain atrade-in allowance for old Gity Elgin Swe~p~r.

This being thec>n1.y bid received, the Mayor then ad~o~ned the meeting
for ten minutes ~o that the ~,ouneil could consider this bid and report b~.ek in
the meeting. Upon reconvening the meeting, 01gon sported that the committee would recommend accepting this bid. Motion was made to this effect by Ql.~on
~.nd second~,d by Bradford, and the motion earried.
Certain r~port~ of the City of Laurel were presented as follow s
Clerkas Trial Balance, C~.sh Report, Tre~~urert~ report, and financial re~o~t.
Motion was made by 01son and seconded by Gays that these reports be approved.
Motion carried.
Gard of thanks for flowers ~a~ read from Carol Sands.
Report from Wm. Reinhart, County Sani~ari~,r~ was presented. Motion was
made by Olson and seconded by Bradford that this report be approved. Motion

Jim Huff appeared before the eoun~il to make a complaint ghat h~ had
been find a~iout ~ year ago for having m~rehandis~ on the sidewalk aid obstructing
game, but th~.t other busines~~~ were allowed to have s ~n~, tires, and so forth,
~.nd nothing was done to removE this situation. Yovetich reported on this. Mayor
stated that whin the situation had come up before the police were instructed to strictly enforce this existing ordinance. After a good deal o~ discussion, this
matter wa.s turned over to the police committee:.
Chief of Police asked per~is~ion Ito leave the 9tat~ for two weeks,
beginning Ma,~ 2~, 1966. Motion was made by Parker and ~~condcd b~ Black that this
request be granted. Motion carried.
A Mr. Roth appeared before the council to ask that 8 vacant lots owned
by the City b~twe~n ?th and $th on Second Avenue, be used by the peewee ba$eball
league, if the city mould do some leveling. After discussion, motion wm.~ made
by Black and seconded by Parlor that the City ~ngin~er take care of this matter.
Motion carried.
Jim Southworth appeared before the Council to st~.te that h~ had
approached the School Board on the subject of a sidewalk ors the sough side. The
City owns approximately a half block in this vicinity. 'The School Board d~~ire~
assurance that the Gity will put in their sham of the sidewalk. Black r~port~d
on this. A~t~r discus~3on, motion way made by Yovetich, and ~~conded by Olson that the Cite do this work, and the matter be turned over ~o the City Engineer.
Motion carried.
Yovetich reported on a me~tir~ held with regard to the a~?~nd~~:nt or
repeal of o~zr existing ordinance ree~uiring 3n-inch footings, in our building
code. City Ln~ineer reported that a representative of the F.H.A. was not in favor of any ch~nge. After discussion, motion was made by Olson and s~coneled by
Bradford that the ordinance be amended to read that additions or remodeling an
old ronstruct.on be made to conform to the footings on the existing constructio~~
unless the additions are greater in area than the existing con~truetion, in
which case the 3~`-inch footing regulation must continue to apply. Motion carried.
Yovetich reported on a retaining wall. Black reported on this also. This matter turned over to the city ~ngin~c~r.
Ynvatieh stat~srl that MP h~cl heap asked b'cr one of the 1iT.P. ~ffiCalS if
the council would instruct the city police to go tin their private property in
front of the depot to keep order and ms.k~ arrests if necessary. After discussion,
this mater was referred to the Police Committee.
Yovetich reported on what had been done in order to work with the
Comity Action ~ommi~tee to place young people for worl~ with the pity. H~ stated that Mr. F~ihrman hid. been complimentary regarding the compl~tne~s of the
application forms.
Yov~tich complimented Daly ~.nd the rest of the crew on the good job of
elea.ning the ditch.
Parker reported that them had been a meeting of the plwnbing advisory
baard~ and it was the recommendation of the Board that the Council should adopt
an official code. Not onlq for Pl~zmbing but for eleetri.~~l as well, with the
:~tip~zlation that these codes be drawn up b,y the Board with the approaal of the
Council. This ma-~ter should be referred to thy; City Attorney, After di~c~.~~ion,
motion was made by Olson and seconded by Blaek that this ordinance be drawn up and presented to thy; council at the next meeting. Motion carried.
Blaek reported on a ditch north of the Clinic. He Mated that it
should b¢ cleaned for about 1~ blocks. This matter way referred to the City
. Engin~~r.
Minutes of the City Council of Laurel
Ton reported that -there had been a meeting of the Labor commit~e~
and the union representatives, and 3.t was the recommendation of this committee
that employees be granted ~ 5¢ per hour raise beginning July 1st, 1966. He
stat~:d th~.t °~his way agreeable with the r~presEntativ~s, but it rust be agreed
on by the rest of the employ~ee~. Olson made this raise in the form of a motion,
seconded by Black and the motion carried.
Olson reported on what had been done ors the man made l~.k~ situation
adjacent to City property.
Edwards reported on a lease that had b~~.n tentatively drawn up with
the Junior Ch~.mber of Cam~nerce r~~~rding Rive~~id~ Park. After Edwarcl~ read the t~rm~ of .the lase to the Council and recommending that thc~ Ha11 be lased to
tha J.C.'s, motion was made by Parker and seconded b~ Ol:~on that provided there
w~.s a stipulation that them are to be no public dances be~we~n the el~t~s of
May lath and Labor Day each year, and provided that the City reserve the right
to terminate the ZG83E at any tine, that the lease fnr Riv~rsicie Hall b~ :~i~ned
by the City and the J.C.~s for a term of ~ dears. Motion carried.
terry Gass report~c3, on the prapflsed new re~~rvoir. He Mated h~ would
like the council's approval to budget ~Lt,~C'('.Of' to begin on the ~ngine~r ng~
this amount to be paid after July 1st. After diseu~sion~ motion was made to this
effect by Black, s~cond~:d by Edwards, and the motion carried.
Bradford. reported th~.t a survey had been maele of the properties n~~eling
curbs and gutters. He reported nearly two ~?iles needed. Th~r~ was discu~.~ion
as to putting a time limit for the property owners to put in their own or the
city would do the work and change it on their tars, probably by S.I.D., and over
a period of ten dears. It was the recommend~.tion of the ccjmmitte~ that the time
limit be set at July 1st, 1967. Motion was then made by Olson and seconded by Parker that the recc~mmcndation of the eommitt~~ be adopted. Motion carried.
Daley reported that the Stag Highway Department waned to buy one-half
block of lots owned by Jack Frazee, and wanted the last balane~s on S.I.D. X87,
with a balance of X95,70 waived by the pity. Sn the ab~enc~ of the City Attorney
and over the objection of the City Clerk who stated that this could not be done, motion was made by Parker and seconded, by Bradrord that this final pa~ne~nt b~
waived. Motion'c~xried.
Motion was made b~ Black and seconded by Yov~tich that the city el~rk
write a letter to the county commissioners requesting that tY~e~ blocks on
first avenue between nth street and first street k~e included ire the proposed
secondary road project since the pro~;erty ~rners along these blocky had already participated in paying for this street on three separate occasions. Motion
carried.
Three; being no further business to comp before the council at this time,
the Mayor teed the council chambers over ~o the school elated offic3.als~ and
motion way dull made and seconded that the regular mEeting be adjourned. Motion carried.
