HomeMy WebLinkAboutPublic Works Committee Minutes 09.20.2021MINUTES CITY OF LAUREL PUBLIC WORKS COMMITTEE MONDAY, SEPTEMBER 20, 2021 The Public Works Committee meeting was called to order at 6:00pm on Monday, September 20, 2021 by Committee Chair, Heidi Sparks. Members Present: Heidi Sparks- Chair, Iry Wilke- Vice Chair, Richard Herr, Dan Koch, Mary Carter, Bill Mountsier Others Present: Kurt Markegard- Public Works Director Public Input: Citizens may address the committee regarding any item of business that is not on the agenda. The duration for an individual speaking under Public Input is limited to three minutes. While all comments are welcome, the committee will not take action on any item not on the agenda. No public input General Items Approval of Minutes from August 16, 2021- Richard Herr made a motion to approve the minutes of August 16, 2021. Motion was seconded by Dan Koch. Motion carried to approve the minutes of September 20, 2021. New Business 2. ProiectScope: Miscellaneous annual pavement maintenance design, bidding and construction in locations throughout the City of laurel Current5tatus: • Projectapproved by City • Project in Analysis& Design Phase. Lindy Lane Sewer Replacement (KU #2014-00018) Reason for Project: To replace a large capacity sewer main that is cracked and has a high potential for failure. ProiectScope: To remove and replace a 115 lineal foot section of 30" sanitary sewer pipe that isjust south of Interstate 90 to a manhole within Lindy Lane. Current5tatus: • Contracts sentto Contractor • Construction expected to start in Mid October. Water System PER (KU #2104-00147) Reason forProiect:To updatethe Preliminary Engineering Reportthat was completed in April 2014 with the most current information. ProiectScope: To Update the existing computer model forthe water distribution system; Review pressure zone, tank and boosterstation alternatives; Analyze up to 3 different sitesfora newwatertank and explore funding alternative forall potential projects. CurrentStatus: • Surveycompleted • Design underway • DEQSubmittal7/30/21 • Advertise 8/26/21 • Bid Opening 9/1/21 Yellowstone River Crossing (KU #2004-00542) Reason for Project: The 4" waterline that serves Riverside park campground freezes duringthe winter months and leaks where it crossesthe Yellowstone River. ProiectScope: Plan ningservices may include; subdivision, zoning, development, floodplain hazard management, miscellaneous reviews and other related work. KU will prepare staff reports, recommendations, and attend meetings upon request. CurrentStatus: • Zoning Regulations Update. To be scheduled • Subdivision Regulations Update. In house project • Annexationof Golf Course. Pending application • Wet Interchange Plan. Local match not budgeted Laurel Capital Improvement Plan (KU # 2104-00649) Reason forProiect: KU has been retained bythe Cityof Laurel to develop a 5-yearCapital Improvement Plan (CIP). ProiectScope: The CIP is primarily a planningtool forannual budgetingto assist Departments and the Governing Body establish project priorities and funding. CurrentStatus: • Task Order executed • Kick-off meeting Department Heads • Initial structure ofCIPgenerated • Department Heads contactedfor additionalprojects. • Document is being drafted. Other Notes and Information Other potential projects have been identified during recent conversations between City staff and KU. City Public Works staff and KU task leaders meet bi-weeklyto discuss current and future projects. As these are tentative, the timing and extent of KU's services are TBD, unless noted otherwise..
