Upon taking roll call, the following Aldermen answered. present: Gerald. Gass Roy Edwards Walter Parker Richard. Blaek Louis Yove~Gic~ Roy Horning E. H. Ebersviller Jirn Southworth RESOLUTION N0. 1312 A RESf3LIITI4N CREATING SPECIAL IMPROVEMENT DISTRICT N4. 93 CAF THE CITY ~F LAUREL, DESIGNATING THE BOUNDARIES THEREOF AS DEFINED BY RESOLUTION N0. 1311, PASSED BY THE CITY COUNCIL OF THE CITY OF LAUREL, AND REFERRING TD SAID RESOLIITION QF I1~TENTI~N F'OR FURTHER PARTICULARS. This being the place and time specified. and designated. in Resolution No. 1311, declared it to be the intention, of the City Council to create Special Improvement District ~To. 93~ for the City Council to hear and. pays upon protests filed. with the City clerk against the proposed work and.. against the creation and. extent of such district, the City Clerk informed the Council that three protests had. been filed. with her. After much discussion, Alderman Bl.aek declared. the protests "insufficient" and introduced. Re~olution.No. 1312, creating Special Improvement District ~To. 93 of the City of Laurel, designating the boundaries thereof as d:efined..by Resolution 1311, passed. by the Cit~r Council oP the Cit~r of Laurel and. referring to said. Resolution of Intention for farther particulars. After more discussion as to excluding certain properties from S.I.D. No. 93, Alderman Black made a motion which was seconded. by Alderman Southworth, that said. Resolution 1312 be passed end adopted. Motion carried on a ro11 call w3.th all Aldermen present answering "Aye". Whereupon, the Mayor declared, said motion carried. and. said. Resolution~No. 1312 duly passed. and adopted.. Followin.~ discussion on widening a portion of East Maryland. Lane, Parker made the motion that the Third. Ward. Aldermen, Black and. Southworth, be liven permission to obtain a right-of-way easement from Mr. Dee Sherrow for the City to remove his fence line in order to widen East Maryland. Lane, install sideway, curb & gutter, and. to replace his fence line again.. Ebersviller seconded. the motion and. the motion carried.. Certain reports of the City' of Laurel were presented, for approval. Revenue Report, Bud.~et Report, Trial Balance, Cash Report and. Trea.se~rer~s Report. The motion was made by Ebe~sviller and. seconded bar Gass that these reports be approved.. Motion carried.. A letter was read from Dr. Norman Schoenthal, Chairman of the Cleaner Air Week, stating the C3.ties of Billir~s and. The awards are to be presented. to the Mag4rs ataa luncheon in Billings, May 18, 1967. The Mayor stated that anyone interested. would be welcome. The Mayor ~relcomed the Student Council and, asked.. the Student Mayor, Curt Ger~e, to introduce the Student Council, which he d.id. Parker reported. that at a meeting of the Recreation Board., it was decided. that because of lack of funds to support the ~wimmin~ pool, the City would. have to charge swimomer~ for the use of the pool. The Board. recomrnend.ed. the following rate : Family Season Tickets $6.00; Individual Season Tickets $2.00; Chil.d.ren $.25; Adults 18 anal over $.50. Yo~etich made the motion that the Council approve the reeon~ner~d,ation of the Board.. Blau seconded. the motion and. the motion carried.. Parke ad.d.ed that the details for the sale of these tickets has not been worked. out, but another Board Meeting is planned. He also stat~:d. ghat swi~rnning instruction fees will remain the same. Bradley reported there will be a hearing on the Airport situation on Monday, May 22, 1967. The Mayor rEported that Mr. Herman Kline at 606 EigY~th Ave. is in the City Limits and. the trailor court behind. him is not, so these people are putting their mail boxes on the boulevard. in front of Minutes of the City Council of Laurel Mr. Kline?s house which is city property. After d.isucs~ion of this problem, Black made the motion that the Po7.ice Department be instructed. to cor~.tact these people and. have them remove the boxes From Git~ property. Southworth seconded the motion ar~.d-~ the rt~otion carried.. Daley reported. on the Water Pollution Meeting he attend~,d. ice. Helena . The following Petition was presented. to the Council: P E T I T I O N We, the undersigned residents ar~d property owners hereby petition the City Council of the City of Laurel, Montana, to force the o~ane~s of the buz~n.ed. rout property ad.3acent to l~.1~ First Avenue South, to remove the debris. Yovetich made the motion that this matter be referred. to the City Engineer end the Fire Chief to declare this property a fire hazard.. Ebersviller seconded. the motion and. the motion earr3.ed.. Brad.ley~ reported on the property the City is purchasing from the Bank in Red, Lod.~e. He reported.. there are back taxes on this property. After discussion, Yovetich m~.d.e the motion that the back taxes a~.d, legal fees be paid. out of the alloted $x{.00.40 end. the remainder be sent to the Bank. Southworth s~~onded the motion. Motion carried. A letter is to be written to the Bank explaining phis situation. There ~+ras discussion on the license money we are to reeeige from Billings. The Mayor reported. ~e received.a letter from HUD, stating our grant was in the process of being ~.pp~o~ved. Southworth reported: the wn.derpass need. cleaning. Daley will check with the Highway Department an this matter. South~rorth also reported. that the land.-fill is a mess, and. Mr. Grabus would li1~e to put up a fence to catch some of the piper. After discussion, it was decided ;ghat the land.-fill also belongs to the County anel they would. have to be notified. before anything can be done. This matter was referred. to the Street and. Alley Committee. Southworth also reported that Mr. Grabus would.li~e to have a set closing time. After discussion, it was c3.ecid.ed this would not be advisable. The Mayor reported that the properly belonging to the Catholic Church needs sidewalk, curb and. gutter. Da1.ey reported. he and, several Aldermen k~~d.a verbal agreement with the officials of the Church and, they would. do this work over a period. of years. However, nothing hay been done and. Daley will check into the matter and report back to the Council. Edwa~d.s r~por~ed. that he had. met with the School Board. and. they will go along w3.th any program the City sets up for placing more stop signs around the school. He stated. the school would buy the sins if the City installed. them. Ed.ward.s also reported. on fixing the flasher on First Av~:nus and Eighth Street. Black reported. that Parlor, Horning and. he had, met with the Negotiations Committee, anal.they had. made their demands. Ebersviller reported. he had: complaints that some garbage cans d,id not meet the specifications set in the (~rdinar~,ce. Daley was ask~sd. to have the garbage crew report ar~y cans ghat do not comply with the ford inane e . Ebersvi3ler also reported, that something ought to be done about people burning trash after o~clock, P.M., and. that maybe if everyone would burn trash two days a week, it would. aid to our air pollution problem. i' Yovetich reported on the necessity of more patrolmen on weekends. There was much discussion. Minutes of the City Council of Laurel Mr. Willoughby appeared, before the Council to ~,sk if anything had. been d.ecid.ed. on the cable television situation. After much d.iscu~sion, Yo~etich reported. the committee was still not reae1.y to make any comittments. There being no further business to come before the Couneil at this time, motion was duly made and. seconded that the meeting be adjourned. and. turned. over to the Student Council. Motion carried..
