Upon tak~.ng roll cal7., the follAwing Aldermen ~,n.swered present: G~ra1.d Gasp Louis Yovetich Roy Horning E. H. ~bersviller, Sr. Jirn South~arth Lyle Tones Minutes of the previous re~u].ar meeting of October lath ~r~,re read. 1Kotion wa.s made by Ebersvi.ller and seconded by Jones that the minutes be approved as read. Motion carried. Minutes of the Special n~eetin~ of OctQb~r 29th were read. Motion way made by Ebersvi.ller and seconded by Gass that the minutes be approved. Doti on carried. Minutes of the ~eQOnd Special meeting of ~c-~ober 29~h were read. Motion was made bar Southworth and seconded by Gass that the minutes be approved. Motion carried. - Minutes of the third Speci~.I meeting of October 29th were read. Motion was m~ad~ by Ebersvill~r and seconded by So~.thworth that the minutes be approved. Motion carried. Minutes of the fourth Special meting of October 29th were read. Motion was made by Jones and seconded bar Gass that the minutes be approved. Motion carried. 'phis b~ir~g the time and place as advertised to heax any and all protest agair~5t Resolu~ic~n Ato. 1353, the Mayor asked i.f there were any p~rson~ to be heard. Yovetich stated th~.t he thought R-3 left too much poxter to the Zoning Board and he felt 'they could show discrimination. After discussion, as to a pertain party wanting to move a trailer on property on the South Side but wire ~Gurned down by the Zoning Boards Bradley ~~ated that any parson can appea]. to the Counc3.1. and the Council can o~rer-ride the deci~~ion of the Zoning Beard. There being no o~h~r protests, Resolution No. 1 53 was declared passed and adopted. The Libraz~g Report was presented for approval. Motion was made by Ebersviller and seconded by SouthwortY~ that the report be approved. Motion carried. County Sanitarian report was read. After di~cus~ion about the expense and equipment we will needy in the future ~o operate a landfill, Southworth made the motion and Gass seconded that the report be approved. Motion carried. Health Off ieer's report was presented. Motion was made by Gass and seconded by Jones that tY~e report be approved. Motion carried. Police Judge report was presented. Motion was made bar Ebersviller and seconded by Gass that the x^eport be approved. Motion carried. 'the Clerk reported that Nlr. Sam Cain, Sr.. wag is to see the City Clerk and he stated that he had gold his property at 212 5~~ Avenue to Rely Ingraham. for Contract of ~3eed in 196. In Oc~ober~ 1968 the Ingraha~ns ~urMed the propert~r back to I~r. Cain. Then Mr. Cain went to tk~e Courthouse to pay his own 1968 t~xxes, he fo~,nd that the Ingraham~s had not paid any taxes at all since they bought the property,. Nir. fain not only had to pay the taxes for the three ~ear~ o~ 66, 67~ & 68~ but h~ had to pad- the penalty' and interest, ~ also. He doesn't feel as though he ~ho~l.d p~,y Ingral~~~~ personal property tax which was included in the tax statements and amounts to $13.96. He would like a refund .from the City i~ this amount. .'Brac'~1ey, City Attorney, stated that the personal px~op~rt~ tax of $1 .96 could not b~ refunded, b~eause it i~ illegal. He added that Mr. Cain should hive peen to it that the personal property tax was put on a separate t~ account. i i Daley reported that the new water pips .for the Farmers would be coin-Qperated and could be yet at any price. Daley mentioned 25 cents per lOtJ gallon. These way discussion about raising water rates on out-side meter users. Minutes of the City Council of Laurel Southworth Mated that now that the Gity barn lead been removed, we should contact the Yellowstone Bank and get the parking lots stared. Gass added that he had talked to bank officials about Mr. R~rmer'~ lilac bushes and. the officials stated they have no intention of removing the bu~~es, and they are going ~o d~nelop the parking lot a~ soon as po~sib3e. i Yov~tich made,th~ motion that the Counei3 pass an (3rdinan~~ l~avirig tie gale c~~' the property the G3.~y barn eras on ~o a emote of the people,, so it could not be sold by future Councils. Tt was the opinion of the rest of the Co~zncil and the City Attorney that such an ordinance would tie down .future Councils. The motion died for a lack of a s~~and. The Mayor added that h~ felt that public opinion would s~etain the praper~y. The Mayor, Bradley & Sotathworth gave a brief report can the meting at the school about the teenagers and the drinki.~g problems. Yovetich reported that a certain part~r wants a water line ou~Gside the City limits. Bradley added that the same party approached him and Bradley told him he would have to address the Council with a petition. Ebersviller reported ghat the tr~.sh cans on Main street are badley in need of rep~.ir. The Mayor Mated that the Jayc~e~ are ~o fiac them. Daley repor-~ed he has the sign making ~a.Ehine but does not h~~e ari agreement or claim from the company. ~b~rsvill~r stated ghat the Police ~c~mziittee asked S~ni.th Super Se~v~.ce if they could come down lower on their bid for the r~~w Police Car and he was told they could not. Fiehtner came down to $i,~00.00 and the bid was let to Fichtner, `here was diseus~ion about the tires o~. the purl c~~ car. Jones stated there are garbage camas in the a11~~s. The Clerk stated a purvey of the garbage none i~ being made and if ~.].1 people have not been notified, they will b~. Southworth ~ ~;tsd that he had complaints that the garbage men are nod putting g~.rbage cans back on hooks. Southworth stated he wondered if we could get the Comity to open Alder A~renu~ to the airport. Southworth reported that the Chamber of Cc~nmeree deer not 3.ntend ~o r~ tarite the city 1ice~se ordinance. The Mayor a~~ed So~.thworth ~o get ordinances from other cities our size and then he would appoint a committed to rs write the ordinance. Th~r.e was discussion about the repercussion the girls in the water office have with people not paying their bills. Thy Mayor reported that the Fire Marshall has ins-~ructed that th~:ir be a fire escape do the City Hall b~zilding. The Mayor a 1~ed the Poli~~ & Firs Comnnit~e~ to worY~ with the Fire Marshall. Daley reported that he, Dew~~ Nunns and Chet Herbert are attending ~ha w~tp,- wnrtc~ ~nnvantion in Bo~em~n from November 2fl through November 21, 1968.
