Minutes of the City Council of Laurel
October 1, 1968 j
A regular meeting of the City Council of the City of Laurels Montalaa,
was held in the Council Chamber,, and was called to order by Mayor Kenneth E.
Olson, at 7:34 o'clock, P.M., on Tuesday, October 1, 1968. ~
Upon ta~i.~g roll call, the following Aldermen answered present:

the ~i.nutes of the previous meeting were read. Motion was made by
Black and seconded by South~to~th that the ~i..nutes be approved as read. Motion
carried;.
This being the time and place advertised for the opening o.~ bids on
the painting contract for the stand pipe tank, Ci~~ Clerk was asked to open
and read the bids, if and, which she did, as f ol1€~ws

1. Painting
a. Surface Prep~.ration. All steel surfaces mint be dry, clean
and free from oil or grease. Sandblast in accordance witY~ SSPS specifications
Igo. 6 (Commerical Blast Cleaning), to remove all mill scale and rust, and
prime immediately.
b. General '~~nk painting shall conform to tha applicable pro~ions of standards for FASAT~'S~TG AID R'EPAII~TI~tG STEEL TANKS STANDPIPES RES~.V~IRS AND
ELEVATED T~N'KS ~'~R Tr,TATER S~OftAGE, A'W4dA D102, and modif"ieations herein. Paint
specifications numbers refer tca the products cif. the Tnem~c Gompar~y~ Inc.,
Nflrth Kansas City, Missouri. The prc~du~ts of other manufaeturer~ including,
but not limited toy Inertol Company Inc., Joseph Dixon Crucibl~~ Co., or 1
Carboline Co. will be accepted if satisfae~ory ev3.denc~ of quality and past pErformanee i~ submitted and approved by the Engineer. j
The paint m~.nufac-~urer shall show percent solids b~ volume, reco~nmend~d j
spreading rate, wet film thic~rness in mils and dry film th3ekness in mils ~
of the several coats, to obtain -~h~ final dry film speeifi~d. All material 1
shall be delivered in ~anufact,urer's sealed containers with the original ~
labels, intact, and shall carry the manufacturer's nams~ brand ar~d full application instruction. All materials shall be used exactly as specified by
the directions.

d. E)utside Paint Stem. Outside paint ~~stem shall be a 3 coat

the following modifications:
fro finish coats shall b~ fibred ce~lorsd alkyd aluminum applied
in accordatiee with the manufacturer's reco~nendations. The two finish cc~a~s

e. Underside o~ Floor. The underside of the steel tank floor will not require painting.
f. Inspection of Painting. He shall also furnish dry film thickn~;~~
detection gear to assure that tha xrd.ni~um dry film thickness 3.~ provided.

Bradley stated that the Council ~Y~ould make sure the contractor's
have a State Contraetort~ license. Ma~c>r said that he would like to tzxrn
this matter over to corarnittee. After discussion, motion was made by
Ebersviller and ~~:conded by Black that these bids be turned aver to the City ~gineer, the City Attorney, and the T~ater Committee, to cheep a~zt the licenses,
and with authority to act. Motion carried.
Reports of the Police and Police Judge were presented. Motion was
made by Eber~~riller ~n~. s~ee~r~led by Horning ghat these reports be approved.
Motion carried.
Library Report was presented. Motion was made bg BlaQk and seccmded
bar Horning that this report be approved. Nation carried.

and towns for a~. increase in dues. Sind there was same dissension, motion
way made by Southworth and ~eoonded "by ~bersviller that this claim b~ held.
~p until a letter Qan be written to clarif~r the stand taken by this body on the sales tom. Motion carried. Motion t~a~ then made by B1.ac1~ and seconded by
Ebersviller that the rest of the claims be mellowed. Motion carried.

Daley gave a report on th.e Gity- County Planr~i.ng Board meeta.ng that he attended. Ater discussion, this matter eras tYarned over to Blac~C, ~a1ey,
and Bradley, for study on this matter and a report back to the Coro~ncil from
time to time.

TY~e question of request to vacate a certain alley in hTutting
Subdivision was brought up, and the City engineer sated that the Council
should have sane Mans as to the building intentions before vacating this particular alle~r.
Ebersviller reported that eair-conditioner in the Po1i~e
Department leaks and should be fi.aed. This matter referred ~o Ci.ty ~igineer.
Yovetieh repflrted on~weeds and cattails in the ditch at the east end of town.
Daly reptirted on the sign machine.

time, motion ua~ ding made ar~d s~cond~d ghat the mee~tin~ be ad~aurned. Motion
carried.
