A regular meeting of the City ~oun~i.l of the City of La~ar~l~ Montana,
was held in the Council Chambers and called to order by Mayor Kenneth E, Ql~o~
at 7:30 o'clock, P.M., on Tuesday, July 2, 19~•

Towns and ei~ies wishing to loin the Council are requested ~o send
a claim blank for 5¢ per inhabitant of the area served by utilities other than
Montana Power and 10~ where Montana Power is the servicing utility. If you
will prepare the claim blank and send it to me I gill submit it for dour
approval.
Many Cities and. towns have budgeted for phis and others have taken
it from the ge~:~x~al fund. This is a nonprofit organization devoted to the
investigation of rate increases b9 all utilities who seek incr~a~es from the
Montana Public S~rvic~ Cornmi~sion.
~?embership is open to any person, group or organization, but directors and offie~als must hold a public elective office.

Minutes of the City Council of Laurel
After disaussion~ Ebersviller made the motion that we would like to
participate in this project and the amotant~ w3.11 b~ yet at budget time. Yovetieh
seconded and the motion carried.
A letter wag read from the Montana Municipal Le~gu~ listing the items
to be discussed at the General A~Sembly in Bute Augus-~ 2l~, 1968. Southworth
made the motion that we send the usual deleg~te~ to the Assembler. Black
seconded and the motion carried.
A letter way read from the Association of Montana Planning Boards
requ~stin~ payment of our ~l~0.~0 dies. After discussion, Scau~hwor~h made the motion that the~e~~dues be paid. Jones seconded. Motion Earri~d.

Dear Mayors
As you know, the Air Follu~ion Comm3.ttee has been unable to come tip vaith any ~oncret~ recommendations up to this time. Because my budget had to
b~ in with the Finance ~i.rector June 1~. aid I wan~Ged to budget money to
participate in the air pollution pzro~ram, Z made up the enclosed budget for a
hypothetical Air Pollution Department. In doing ~hi~ T had to show anticipated
revenue for the Air Pollution Department. After talking to Ben Wakes we agreed
that if Laurel could participate with a token amount it would erea~e a general
interest in your eiti~en~.
If the Billings City Council ~ppropria~es the 2,500.~Q, this would
be held in reserve until we come up with a workable air pollution program.
And if this does not comp about, it would not be spent. It does have to ~o
into an existing budget.
I talked to ~ilderman Southworth last evening a~ a meeting and he
requested that T attend your Council meeting July 2, 1968 to clarify this and
to answer any questions. T will be at your mee-~ing July 2.

Mr. Stow a1~o a~t~nded the meting and gave a report on the Air pollution
program. After Discuss3.on, Southwor~h made the motion that we consider phis
matter at budget time. Ebersvil].er seconded and the motion carried.
Police reports were presented for approval. Motion ~ra~ made by
Ebersviller and seconded by Black that the reports be approved. Motion carried.
A letti~r o~ resignation was read from City Treasurer, Jeannette Schmidt
Fried effective July 10,1968. Black made the motion and Parker seconded that
her resignation be ace~~ted. Motion carried.

Black made the motion that Frances Fisher be appointed City Treasurer
effective July 11, 1968, to fi11 the une~ircd term of Mrs. Fried. Southworth
seconded end the motion carried,
Ebersviller made the motion that Marlene Pfaff b~ appointed ~eput~r City Treasurer ef_~ective July 11, 19~. Black seconded and the motion carried.
Black made the motion and Gass seconded that the ?`~ayor's appointments
o~ Edna Chapman for 5 years, Elsie Johnston foi t~ years, Edith T~:eters for ~3 years,
Bonnie Latham for 2 ,years, and Thelma freeman for 1 year to the Library Board
be approved. Motion carried.
Changes in committees are a~ follows: Ebersviller is chairman of the
Po13.c~ & Fire; Southworth is Chairman of Sewer; and Jones is on the Park &
Recreation Committee.

Minutes of the City Council of Laurel
The Mayor Mated Joe Nicholas had not been appointed Electrical
or Plumbing Inspector by either the State Electrical and Plumbing Boards. The
Mayor added it was the intention o~ the ~t~te Boards to have only seven inspectors
in the whole State of Montana. Tom Bradle~r way aksed to check and see how the Council could stenously protest this arrangement.
A letter from the Montana Highway Departmen-~ a~ to the miles o~ street
and a113.es in the City of Laurel was referred to the City Eng.I.n~er.
There was discussion about the pipe for Riverside Park.
Yovetich reported he and the City Engineer had checked out the
property on the South Side and it definitely needs to be cleaned up. However,
the County owns some of the property and City Attorney stated the City could
clean up the property but the Co~an~;~ could refine to pay for the fob. Thy
Mayor stated he would be meeting with the County Commissioners and wozxl.d
confront them with the matter. Tn connection, Yovetich mare mot3.on that the City repair a water valve that is leaking at 30}~ T~urland at the cost of the City.
Parker seconded and the motion carried.
Yovetich reported he had complaints about the dips and hump .
Southworth made the motion th~~ Gay Easton's appoin-~ment a~ Fire Marshall be approved. Ebersviller seconded and the mot3.on carried.
Ebersviller made the motion -ghat Brad gilder be approved as a Fireman.

Ebersviller turned in his list of property in the 1st G~Tard that needs cleaning.
~outhworth made the motion that sky divers be allowed to dive in the
ball park at the Fourth of July Celebration. Ebersviller seconded and the motion
carried.
Gass asked the Qutlook to publicize the fact thati~'ee limbs must be cut to 8 feet high over the streets.
The City Engineer wi11 see to i~ a 25MF'H sign is p3.aced on the highway
South of tom..
Southwor~h reported that Joe Nicholas is building a trophy case.
Black rr~de the motion that the crew be given the nth of July as a
holiday. Ebersvill~r seconded and the motion carried.
There being no f~rth~r business to come before the Cotu~cil at phis
time, motion was duly made; and seconded that the meeting be adjourned. Motion !i carried.
