Fraser addressed to Mike NfcZinto~k ag follows: Mr. Mike McClintock, Chairm~, Yellowstone County Co~nissioner~ Courthouse Billin~~, Mc~n~ana De$r N1r. McClin~~cks It seems to me that the time has come to do more the dust talk about consolidation, and I+€i like-to make some suggestions herein far the commissioner; to cogitate on; and thin let u~ see i~ we ean~t get to gather to further di~cuas theme. ~y thought i~ this: That you -the Co nissioner~ -and ~nysel~ each appoint three men from our respective branches of government to a committee to discuss and explore th¢ possibilities of eonsolid~ting services. Ong member of this eoamnittee o~ the three th~.t I appoint shau~d obviously b~ the he~.d of that p~.rticular department of the City; ~o the co~mitte~ would hone various m~mb~rs, as the studg adwanc~d. I would think that the: same ~rould hold tree with the County, but that you must ~udg~. side should invite the Ma,~or of Laurel to likewise appoint ~ committee of three from his community. In addition, it sums to me that we should ha~r~ a citiz~nTs group of tlhree or possibly five - I wouldTnt hold particularly for then ber in any of these categories - to li}~ewise p~.rticipate, and it might even be well to ask one from either the G'~amber, or ane of th~? coll.ege~ - preferably, perhaps the latter - to Chairman the over-all committee, and m~.ke this along-texnn cozmnittee to see what we can do toward the EonSOlic~atiox~, bearing in mind that effie~_ency is one of the primary things ~e are striving for. Perhaps one member should repr~sEnt the Y~llo~rstone Bar ~lawyers~ i.__ ~.~soeiation. Economy has its place, but you and I both well know that the services still have to be performed -services that will be demanded to an ever greater extent in the future; so we mist bear in mind that there are many factors -over and beyond tteconomy" that are involeed. Let's talk about this goon. Give m~ your thoughts Qn th~~ suggestion and then if you would like to e~cplor~: the matter further - and I h~pc you will w~ should set a ti.~e when ~e can have lunch and invite whomever you might want to attend, such as City and County Attorney, Fresid~r~t~ of the ~o~zncil~ ChaYaber o~ Commerce, and Bar association -But not necessarily limited to then.
