Olson, at ~:fl0 o~clock, P.M., on Monday, Jar~uar~ 13, 1969. I Upon eking roll call, the following Aldermen answered present: Richard Black Louis Yove~.teh Roy Horning E. H. Ebersviller, Sr. James Southworth Lyle Jones This meeting was called for the .specific purpose of meeting with the Zani.ng Board for discussion, In this aonneetion a letter was read from Dr. D. A, Nottingham Chairman of the LaurEl Zoning Board, a~ follows: To the City Council and Mayor: I feel that the action of the council Zast Tuesday might should not go unanswered. Alpo, I can't see where any additional meetings betr~een the council and the zoning board would b~ of any value. We gave you our recommendation. and your rnhm committee approved this request, namely to re-zone a portion of ~+Toodland A.v~nue from ~-3 to R-!~. Your aet3on was against the work of both group. One of your members has charged the zoning board ~ri.th being dictatorial. This i~ fax from the ~~u~~i~; actually we have tried to protect the present property owners as well as to broaden our tax base. In doing this we have differences of opinion even wit~.in our own board; however, we have arrays solved differences and usually been unanimous in our decisions. These decisions have been made to protect the council from hawing to enter into controversial issues. Some members of the present council want to dictate all the deaisi4ns of~ the boning board and even charged that wee the Zoning Board, are discriminating ire requesting re-Zoning, which is one of our duties. Actually Qur reccm3menda-tion makes it possible for people to place mobile homey in a desi~.ated area, as well as give the people of the Southside a voice in its own expansion. The d~n3a1 of the Zoning Boards recommendation by the Council i~ not ar~1.y d~seriminatory against people who desire mobile homes, but against the people of the Southside by den~3.ng them a voice in their own orderly growth. Because the Zoning Board has alwa~rs #e1t we should pro~~et the people of the Southside as will as the rest of the to m ~ am .forced to dive a copy of this le~~er to the Out].s~ok so the people o£ the South~ide wi11 know it was certain members of the Council, end not the Zoning Baard~ who sees fit to deny them a voice in their growth. The other members did not attend, Thy Mayor reported ~w~ property owners contacting him, stating they did not want a mobil home unit in this vicinit3~. The Mayor Mated that he would recommend that the Counc3.1 write a letter to Charles DeFoe and ask him for a plan on this property, including existing buildings, and proposed building,, to be sent to the Zoning Board for approval. Lacls~nan stated that a~ long as he is on the Board. he will alwa~rs vote t;No~' to mobil homes bein#; spotted here and. there around town, but would approve a cleaignated area. Motion was made by Southworth and seconded by Ebersviller that the City Clerk write a letter to Doctor ATcr~.Gtingham, thariltin~ him fc~r his long and faithful service as Chairman of the Zoning Board. Motion carried. There being no further busi.negs to come before the City Council at this time, motion was duly made and seconded that the meeting be adjourned.
