November 15, 1971
A regular meeting of the C ter Council o~ the City of Laur~1,
Niontan~.,, Baas held in the Coune3l Chamber, and was called t~ order by ~ I' latayor M. Yovet3ch, at 7 s30 o clock, P.A~., on Monday, ~Jover~b~r l~, 1971.
Upon taking ro11 call, this following aldermen answered pre$~nt:

Hab Burns Duane BeY.~m Ervin Metzger ~
The ~,~.nutes of the pr~v our meeting w~r~ read. Mp~~.on was made by
Ebersv3.11~r end seconded by Parker that the minutes be approved as read.
Motion carried.
Much, ~ueh discussion on the w~.ter audit. Motion was made by Ebersvill~r and seconded b~ Parker that the City ~o ahead with than audit as
~ch~dul.~d tYiis years and to amend the ordinance before next year to delete
the requirement for a Certified Public Accountant to do the audit. Motion
carried.
Certain re ort~ of t~~ Cit of Laur~~ Montana were P Y s s P~~~~'~ed For
approval. as fo7.].owa~ s Report of ~h~ Folia~ Judge, R~par~ of one: p~.trolmany and others. Ob3~ction way made to approval a.~ the police r~port~ being pre-
ser~t~d with the other report. MQtio~ was made by Rodgers and ~d~ond~d by ~
Behm that the Police report and report of the Po].ic~ Judge b~ appro4ed.

Gash report, city clerks s trial. balance, and Treasurer's narscial
report were pre~er~ted far ~.ppraval.. Motaon wa.r made by Burgs and ~~conded by Ebersvill~r that these reports b~ approved. Motion csarried.
A Nfr. ~J3m ~ln3.th appeared before the council and st~.ted that he had
mowed 3n a shed to make a tool shed, ~r~.d understood that he had the approval.

cu~~ion hey wss told to apply to the City Engineer-for ~ building permit, and When he was turned down he could apply to the Zoning Board which was usually

Fatrolman I,enhardt appeared before tY~~ Council to give ev~ryon~s ~
copy of the working a,~r~em~nt.
Rodgers reported on a meting with Mrs. Elsie Johnston.

City Eng3.ne~r reported that the check valve on the water line way
installed, a,~ad ~.n e~.~ae of fire at Rivera de Park the personnel at the plant

Rodgers ~t~.ted that one man hay put in 8~~ hofars of free t3.me at ~
Riverside Ha11. He askesd that this man be eoimne~ded for his servi~~ end that
he and h~.s family be a11.ow~d the use of the Hall for a wedding dance for his
d~.ughtear. Motion wa.~ wade by Ebersv3.ller and seconded by Behm ghat ion I,~nhardt
be allowed the use of the ha11 free of charge. Motion carried ~a3.th thanes ~
expressed by the Mayor and Counc3.l.

this authority b~ given, Kilpatrick stated h~ felt that this action should
be by the en~ires council and ~.~ked what is tk~e hurry. Si.n~e there will be
three weeks before the next r~~ular council m~a~t3.Mg, ~ ~peci~l meeting waa
su~g~sted. Parker ~tnted that since this wasp afive-man co~m3.ttee and had ~I a7.ready put in a lot of dime ar~d work that h~ would support the eom~n3.tt~~ and
approved the authority to set. Behm stated that i~ th~r~ w~,s ~o~ng to b~
special meeting he would w~.thdraw his motion. Metzger thin withdrew hip second.
Kilp~,tr~lck then made a mv~Gion, seconded by Behm that the May<~r e~al.l a ap~ci~.1
meeting to hear the cc~~.ttee repox~ and recommendation. Upon faking a vote I
and several "Naye~" being heard, the A'ayc~r asked for a roll es~11., Upmn taking ~I roll ca11, the following results appeared. Parker, "No", K3.lp~.triak "yes", i

There being four ye$ votes and three noes, motion w~.s carried, grid the Mayor
to e ~.ll a sp~ci~7. meting ~t a later date .
K3.lpatrck stated that he h~.d come t~ the m~etin~ ~aninforn~ed about ~ c~r~ain ~ubj~cts. Mentioned a breakdown in communications. Kilpat~i.ek also
stated he d3.sliked the interview ~1.derman Ebersv311er grant~:d the pre~~ re-
garding police wage. Mayor said thet the Polio and Personiael ec>mm3.ttees were ~
two of the toughest comm~.tt~es ~t~m~r~i.ng from the Council. Behm paid that alder- ~
men can not ea11 Kilp~.~rick ~.fter every eom~a~.ttee m~~t3.ng, a~sd that the chair-
men of these committees are ~u~t a~ ~loae a~ the telephony.

I!i Parker stated that the City should have some representat3o~ at a I meeting of the Council on ~ atural Resource and Dev~lopm~nt ~o be held in
Helena on i~ovemb~,r 23rd, 19?1, and requested that the committee have authority
to aat, and send the C3.ty Engineers if there are funds ~.vailable. Motion
~ was made by Behm, and s~eonded by Burr~~ that recommc~nd~.t3.on be approved.
Motion carried.
Parker ~nnoian¢~;d that there mill be a m~et3.ng of the L~ure1 Ambulances Gommitte~ at the Refinery csonference room ~,t 7s0~ o~clvck, P.M., Fi^iday, Nov.
19, 1971, and extended an invitation for everyone: who i~ interested to attend.

Chief of Police Harold Gaston thanked the A~ayor and Co~anc3.1 for
sending him to Missotala to school, and said that he would be avai~.able to ta1.k
~o any groups on the ~ub~ect of what he has l~arn~d about drugs.
There way some discussion a~ to the state of the Qarbage funds. The
~ Mayor reported that them was a 1~.-unit apartment house outside Bi1]3ngs wlliah
is bring3.ng their garbage to our landfill. A3~o that persons from Park City i
wer~s using our facilities, and not paying their share.. This to b~: diseus~ed
at a later date.
There bea.n~ no further business to ~om~ before the council at th3.s
time, motion etas duly made and seconded that the meeting be adjourned. Mo~3on
